RECOMMENDATION(S)

Recommendation

1.                     Rescind Resolution No. 2020-69 adopted on June 2, 2020, as Agenda Item No. 24.

2.                     Adopt a modified resolution, as required by the California Department of Housing and Community Development (HCD), as part of the application to HCD for grant funding and participation in the Local Early Action Planning program.

3.                     Accept Local Early Action Planning grant award from HCD, conditioned upon adoption of the modified resolution, in the amount of $750,000 for the period from the date of grant agreement execution through December 31, 2023. 

4.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post necessary budget adjustments to the Land Use Services Planning Division 2020-21 budget as detailed in the Financial Impact section (four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The grant will fund consultant services and staff time for eligible activities. There is no local match required for acceptance of the grant.  Since the award is through December 31, 2023, any unspent funds remaining at the end of the fiscal year will be included in future recommended budgets through the term of the grant. Approval of this item authorizes the following budget adjustments necessary to authorize expenditures as detailed below:

BACKGROUND INFORMATION

On June 2, 2020 (Item No. 24), the Board of Supervisors (Board) adopted Resolution 2020-69, authorizing submittal of a grant application to the California Department of Housing and Community Development (HCD) for the Local Early Action Planning (LEAP) Grants Program.  The LEAP program funds planning activities that facilitate and accelerate housing development. Some of the planned activities include participation in the Regional Housing Needs Assessment and preparation of a General Plan Housing Element that will be due in October of 2021.

 

HCD received the LEAP application package on June 18, 2020. In its review of the grant proposal, HCD determined that the wording of the resolution was ambiguous in its designation of individuals authorized to execute and submit documents on behalf of the County. The proposed modified resolution is more explicit, and follows the format recommended by HCD. The resolution specifies that the Chairman of the Board, the Chief Executive Officer, and the Land Use Services Director are authorized to sign documents related to the LEAP grant. The proposed action by the Board will rescind Resolution 2020-69 and adopt the modified resolution in order for the County to finalize the LEAP grant application package.  On August 12, 2020, HCD informed the County that the LEAP grant application is approved, pending submittal of the modified resolution.  Therefore, the proposed action also includes acceptance of the LEAP grant award.
