RECOMMENDATION(S)

Recommendation

Approve Amendment No. 2, effective August 16, 2020, to Contract No. 18-96 with Life Skills Awareness to provide continued recidivism reduction services, exercising the first option to extend the contract an additional year, for the total contract period of February 14, 2018 through August 15, 2021, with no change to the total contract amount of $518,907.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  These recidivism services are 100% funded by the Board of State and Community Corrections (BSCC) for the Proposition 47 Grant Program and do not require a match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2020-21 budget and will be included in the 2021-22 recommended budget.

 

BACKGROUND INFORMATION

The purpose of the Proposition 47 Grant Program is to support individuals with a history of incarceration to reconnect with their family members, contribute to their communities, and decrease the possibility of reoffending.  This grant enables DPH to support these individuals through the provision of mental health services, substance abuse disorder treatment, and other support programs.  Life Skills Awareness provides recidivism reduction services that specifically provide mental health and substance abuse services to support qualified individuals.  The recommended amendment will allow DPH to extend the contract with Life Skills Awareness through August 15, 2021.   

 

DPH continues to collaborate with the Department of Behavioral Health, Probation Department, Law Offices of the Public Defender, Sheriff’s Department, Workforce Development Department, and the Support and Advocacy For Re-Entry and Transition (SAFE-T Net) Local Advisory Committee to provide social services, such as evidence-based substance abuse and mental health disorder treatment, to individuals recently released from incarceration, with the goal of decreasing recidivism rates in San Bernardino County.  The Local Advisory Committee includes members of County departments, faith-based organizations, advocacy groups, and community-based re-entry programs and members who were formerly incarcerated. 

 

DPH’s SAFE-T Net project supports the Countywide Vision by promoting public/private collaboration and projects to help meet the health and human services needs of San Bernardino County residents, making our communities safer through the successful re-entry and long-term success of formerly incarcerated individuals.

 

PROCUREMENT

On February 13, 2018 (Item No. 37), as the result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 18-96 with Life Skills Awareness to provide recidivism reduction services in the amount of $578,907, for the period of February 14, 2018 through August 15, 2020.  The contract included the option to extend two additional one-year periods upon mutual agreement of the parties.

 

On October 8, 2019 (Item No. 25), the Board approved Amendment No. 1 to Contract No. 18-96 with Life Skills Awareness, decreasing the total contract amount by $60,000, from $578,907 to $518,907, for the period of February 14, 2018 through August, 15, 2020.  This decrease was necessary to fulfill an increased need for transportation services.

 

Approval of this item will exercise the first one-year option to extend the contract with Life Skills Awareness to provide continued recidivism reduction services through August 15, 2021.  Contractor performance will be monitored on a regular basis to ensure compliance standards are met.
