Recommendation
Approve non-financial Memorandum of Understanding with the Yucaipa Valley Lions Club to implement Youth Fishing Derbies at Yucaipa Regional Park for a five-year term from December 17, 2025, through December 16, 2030.

FINANCIAL IMPACT
Approval of this item does not require the use of Discretionary General Funding (Net County Cost). Under this non-financial Memorandum of Understanding, the Yucaipa Valley Lions Club, with the support of San Bernardino County Regional Parks Department (Department), will host annual youth fishing derbies for youth 15 years of age or younger.
BACKGROUND INFORMATION
The Lions Club was founded in 1917 and has grown to have chapters globally. Their organization is known for fighting blindness, but they also volunteer for all types of community projects, including caring for the environment, feeding the hungry, aiding seniors and the disabled. They also support children and teens through scholarships, recreation and mentoring.
The local chapter of the Lions Club, Yucaipa Valley Lions Club, has partnered with several organizations, including San Bernardino County Regional Parks, California Department of Fish and Wildlife, and Youth Hope. These partnerships implemented programs such as the youth fishing derby and grant funded programs that provide food resources. Youth fishing derbies introduce young anglers to the fun and excitement fishing opportunities while teaching them about local fish, habitats, and responsible outdoor recreation. Young anglers will receive guidance from experienced volunteers who will help them learn the basics on how to cast, reel, identify fish, and practice safe respectful fishing techniques. This family-friendly event encourages curiosity, patience, and a love for nature, making it a perfect way to spend the day together.
This MOU will allow the Department to partner with the Lions Club for five years in order to plan and implement fishing derbies for youths in the community. Approval of this MOU will also limit the need for the Department to return to the Board each year for approval and allow both partners the ability to plan events for the next five years.
