Approve Amendment No. 1 to Contract No. 24-1310 with Inland Valley Drug and Alcohol Recovery Services dba Inland Valley Recovery Services, adding Substance Use Disorder and Recovery Services, Non-Residential Drug Court Services in the West Valley Region, and increasing the total contract amount by $2,303,828, from $4,290,134 to $6,593,962, with no change to the contract period of January 1, 2025, through September 30, 2029.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The contract increase of $2,303,828, for Substance Use Disorder and Recovery Services (SUDRS) Non-Residential Drug Court (Drug Court) services, will be funded through Substance Use Prevention, Treatment and Recovery Services Block Grant, Drug Medi-Cal, and 2011 Realignment. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to county residents experiencing severe mental illness and/or SUD. Through its SUDRS division, DBH provides a full range of SUD services for county residents through contracts with community-based organizations (CBOs) and San Bernardino County (County) operated clinics with the goal of promoting prevention, intervention, treatment, education, recovery, and resiliency for individuals and families.
An integral part of the service delivery system consists of Drug Court services. DBH has provided Drug Court services through contracted providers since 1994. Drug Court brings multiple sectors of the community together to address criminal offender needs, both for adult and juvenile clients, ensuring consistency in judicial decision making and enhancing the coordination of agencies and resources. Drug Court services are designed to reduce drug relapses and criminal recidivism among offenders through risk and needs assessment; judicial interaction, monitoring and supervision; counseling; education; treatment; and other services curtailed to the individual client’s needs.
On December 17, 2024 (Item No. 30), as a result of formal procurement, the Board of Supervisors approved Contract No. 24-1310 (Contract) with Inland Valley Drug and Alcohol Recovery Services dba Inland Valley Recovery (IVRS) for Drug Court services in the total amount of $4,290,134 for the period of January 1, 2025 through September 30, 2029, for the East Valley/San Bernardino Metropolitan and Central Valley regions.
Upon approval of Amendment No. 1, IVRS will also provide Drug Court services in the West Valley Region. After IVRS was selected for the award, DBH administration determined that amending the Contract with IVRS to add the West Valley Region as a region of service would ease the administrative work associated with the provision of Drug Court services.
During 2024-25, the IVRS Drug Court program provided services to 153 unduplicated clients at an average cost of $5,608 per client. DBH anticipates that approval of this contract will allow approximately 102 additional clients to be served per year, at an estimated cost of $5,608 per client.
DBH will implement mechanisms to regularly review 1) client service data and progress, conduct site visits and annual monitoring to ensure performance and compliance standards of the contract(s) are met; 2) applicable claims data and claims for reimbursement to ensure fidelity and accuracy of service billing and optimization of Medi-Cal reimbursement in alignment with Contract terms and Department of Health Care Services billing requirements; and 3) provider invoices administratively and programmatically to ensure client and/or bed counts are accurate prior to payment processing.
PROCUREMENT
On July 8, 2025, the County Administrative Office approved the release of Request for Proposals (RFP) No. DBHE25-ADS-5839 through the Electronic Procurement Network (ePro) with the Purchasing Department, to solicit interested and qualified organizations and agencies to provide SUDRS-Drug Court services for the West Valley region. The RFP was publicly advertised in local newspapers and sent through direct mailings to nearly 600 CBOs, service providers, and other interested parties.
Two proposals were received by the established deadline. Both proposals, received from the agencies listed below, met the minimum requirements and were reviewed during the evaluation process:

The evaluation committee evaluated the proposals based on the criteria referenced in the RFP. The evaluation criteria included: ability to serve the target population, proposed program services and strategies, ability to service the necessary number of unduplicated participants, readiness to provide services, experience, staffing levels and qualifications, appropriateness of facility (in Geographic Service Option/area, proximity to mass transit, facility layout, laundry/shower facilities, etc.), ability to serve specific geographic area, and the ability to measure outcomes.
Based on the evaluation criteria, the evaluation committee determined that IVRS best met the needs of the County. Award and denial letters were sent to both proposers on September 9, 2025. No protests were received within the allowable period.
Since IVRS currently provides Drug Court services for the East Valley/San Bernardino Metropolitan and Central Valley regions, DBH recommends amending the current contract to include services for the West Valley region, in order to improve administrative efficiency.
