RECOMMENDATION(S)

Recommendation

1.                     Approve and accept Funding Agreements with the following Medi-Cal Managed Care Plans, for the period of May 20, 2025 through June 30, 2026:

a.                     Inland Empire Health Plan, in the amount of $300,000

b.                     Kaiser Permanente, in the amount of $215,000

c.                     Molina Healthcare, in the amount of $150,000

2.                     Approve non-financial Confidentiality and Data Use Agreements with the following Medi-Cal Managed Care Plans, for the period of May 20, 2025 through June 30, 2026:

a.                     Inland Empire Health Plan

b.                     Kaiser Permanente

c.                     Molina Healthcare

3.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent non-substantive amendments to the Funding Agreements or Confidentially and Data Use Agreements, on behalf of the County, subject to review by County Counsel.

4.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Service deliverables will be fully funded by Medi-Cal Managed Care Plans (MCPs) directly to the Department of Public Health (DPH). Upon acceptance by the Board of Supervisors (Board), DPH will receive awards from the MCPs in the amounts of $300,000 from the Inland Empire Health Plan (IEHP), $215,000 from Kaiser Permanente, and $150,000 from Molina Healthcare (Molina). Adequate appropriation and revenue have been included in DPH’s 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

As part of the statewide California Advancing and Innovating Medi-Cal (CalAIM) initiative, the California Department of Healthcare Services (DHCS) requires all MCPs throughout California to collaborate with local health jurisdictions in the development and implementation of their Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP). The CHA and CHIP are required for DPH to maintain national accreditation with the Public Health Accreditation Board. DHCS requires MCPs to contribute resources in the form of direct funding, in-kind staffing and data to promote a comprehensive understanding of the multiple factors contributing to community health outcomes. MCPs have agreed to provide funding to DPH during the first year, with future years subject to the availability of funding.

 

The funding from each MCP will allow DPH to increase foundational capabilities by using existing positions, three Health Educator Specialist I, two Health Educator Specialist II, and one Office Specialist, to staff a variety of community engagement events and ensure quality improvement during the CHIP implementation process. MCP funding will also cover costs for a short-term consultant contract that will be selected through competitive procurement to conduct stakeholder training and CHIP implementation evaluation and recommendations. Investment in these areas will drive lasting advances in public health capacity and systems to better serve and support those throughout the county. Each of the Funding and Confidentiality and Data Use agreements will have an initial term of May 20, 2025 through June 30, 2026.

 

DPH recommends the approval of the MCP agreements as it is necessary to formalize the partnership between DPH and each MCP, to meet DHCS requirements and to contribute to the success of the development and implementation of the CHA and CHIP.
