RECOMMENDATION(S)

Recommendation

1.                     Approve annual Revenue Contract (State Revenue Agreement No. HI-2425-20) with the California Department of Aging to provide Health Insurance Counseling and Advocacy Program services, in the amount of $423,645 for the period of April 1, 2024 through March 31, 2025.

2.                     Authorize the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute any subsequent non-substantive amendments, on behalf of the County, in relation to State Revenue Agreement No. HI-2425-20, subject to review by County Counsel.

3.                     Direct the Director of the Department of Aging and Adult Services to transmit all amendments to State Revenue Agreement No. HI-2425-20 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The funds in the amount of $423,645 for the Health Insurance Counseling and Advocacy Program (HICAP) services are approximately 32% Federal ($135,675) and 68% State ($287,970) revenue allocated to the California Department of Aging (CDA).  Adequate appropriation and revenue is included in the Department of Aging and Adult Services’ (DAAS) 2023-24 budget and will be included in the 2024-25 recommended budget.

 

BACKGROUND INFORMATION

Under this recommended contract, DAAS will provide HICAP services for Medicare beneficiaries and community education throughout San Bernardino County (County).  HICAP provides free and objective public information, education, and counseling assistance to Medicare beneficiaries who are seeking options and information relating to medical insurance coverage.  HICAP provides confidential one-on-one counseling to individuals and their representatives on their Medicare options, benefits, and costs.  HICAP also provides application assistance services for the Medicare Savings Program and Low-Income Subsidy.  HICAP is the primary local source for assistance with Medicare benefits, prescription drug plans, and health plans.

 

The CDA administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the state.  The CDA has provided funding through revenue contracts with local Area Agencies on Aging (AAA) to help older and disabled individuals live independently, promote healthy aging, and assist family members in their caregiving role since 1998.  As the designated local AAA, DAAS receives funding and distributes it through its contracted provider, currently the Council on Aging - Southern California through October 31, 2024, to provide HICAP services to eligible residents throughout the county.  The current year’s funding is estimated to assist approximately 2,348 Medicare beneficiaries throughout the county.
