RECOMMENDATION(S)

Recommendation

1.                     Find that approval of a Use Permit with Teamsters Local 1932 Training Center (4774781) for the use of approximately 50,000 square feet of parking lot space for staff and member parking, on portions of County-owned parking lots is an exempt project under the California Environmental Quality Act Guidelines Section 15301 - Existing Facilities (Class 1).

2.                     Authorize the waiver of reimbursement charges set forth in County Policy 12-06, Use of County Facilities by Non-County Organizations, for the use of approximately 50,000 square feet of parking lot space by Teamsters Local 1932 Training Center (4774781) for staff and member parking on Saturday, February 01, 2025, Wednesday, February 05, 2025, and Thursday, February 06, 2025, from 8:00 a.m. to 5:00 p.m.

3.                     Approve a Use Permit with Teamsters Local 1932 Training Center (4774781) for the no-fee use of approximately 50,000 square feet of parking lot space for staff and member parking on Saturday, February 01, 2025, Wednesday, February 05, 2025, and Thursday, February 06, 2025, between the hours of 8:00 a.m. to 5:00 p.m., for portions of the County-owned parking lots located within Assessor’s Parcel Number 0135-172-33-0000 in San Bernardino.

4.                     Direct the Real Estate Services Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  There is no revenue to be received nor costs to be incurred by the County for this use permit (Use Permit).  Teamsters Local 1932 Training Center (4774781) (Teamsters) is responsible for all costs for the recommended use of the County-owned parking lots.

 

BACKGROUND INFORMATION

The Use Permit is for the use of approximately 50,000 square feet of County-owned parking lots, located at the southern corner of 4th Street and Sierra Way of Assessor’s Parcel Number (APN) 0135-172-33-0000, in San Bernardino, on Saturday, February 01, 2025, Wednesday, February 05, 2025, and Thursday, February 06, 2025, between the hours of 8:00 a.m. to 5:00 p.m., for use by Teamsters staff and their members as temporary parking only (Permitted Use).  The use of the parking lot areas will not interfere with normal County operations.  Teamsters is responsible for all costs associated with the Permitted Use, including clean-up and restoration of the parking lot space at the conclusion of the Permitted Use.

 

The Teamsters’ parking lot is being resurfaced and will be unavailable for both staff and members. Use of County-owned parking lots is being requested to provide Teamsters staff and members a temporary space to park during official business hours.  This is the first year Teamsters will be using County-owned parking lots for the Permitted Use.

 

County Code Section 16.0220 sets a fee of $160 per day for the use of a County-owned parking lot.  However, the fee may be waived by the Board of Supervisors (Board) per County Policy 12-06, Use of County Facilities by Non-County Organizations.  The County Administrative Office and Real Estate Services Department (RESD) each recommend that the Board waive the fee and approve the no-fee use permit to continue the County’s relationship with Teamsters in accordance with the County goal of pursuing County goals and objectives by working with other agencies and stakeholders.

 

The project to approve this new, no-fee Use Permit for the Permitted Use was reviewed pursuant to the California Environmental Quality Act and determined to be categorically exempt under Guidelines Section 15301 - Existing Facilities (Class 1), because there is no possibility that the issuance of the Use Permit for the subject property will have significant effect on the environment.
