RECOMMENDATION(S)
Recommendation
Acting as the governing body of County Service Area 64 (Spring Valley Lake), approve Utility Agreement No. 2030.06 with the Town of Apple Valley to compensate County Service Area 64 for costs associated with inspections and support services performed during the relocation of the County Service Area 64 water main located in the Mojave River to accommodate the Town of Apple Valley’s Bear Valley Road Bridge Expansion Project.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The agreement will require the Town of Apple Valley (Town) to compensate County Service Area 64 (Spring Valley Lake) (CSA 64) for all labor and equipment costs associated with inspections and support services performed by the Department of Public Works - Special Districts, Water and Sanitation Division during the relocation of the CSA 64 water main, which is anticipated to be approximately $40,000. Sufficient appropriation is included in the CSA 64 2022-23 budget.
BACKGROUND INFORMATION
The Town proposes to widen, rehabilitate, and seismically retrofit the Bear Valley Road Bridge over the Mojave River and improve approach roadways from Mojave Fish Hatchery Road to Jess Ranch Parkway in the Town. CSA 64 owns and maintains the existing water main that runs through the Mojave River under the Bear Valley Road Bridge. Expansion of the bridge requires moving the pillars, which obstruct the bridge expansion, and therefore relocation of the water main is necessary.
Approval of this item will authorize a utility agreement requiring the Town to compensate CSA 64 for costs associated with the relocation of the CSA 64 water main. CSA 64 will have access to all phases of the relocation work that the Town will perform for the purpose of inspections, evaluations, and final disposition. The utility agreement was taken to the Town board and approved on February 28, 2023.
