RECOMMENDATION(S)
Recommendation
1. Approve revenue agreement with Inland Empire Health Plan and IEHP Health Access for the Department of Public Health to provide Primary Care Services, for the period of June 1, 2020 through May 31, 2025.
2. Direct the Clerk of the Board to maintain confidentiality of the Agreement pursuant to California Health and Safety Code section 1457(c)(1).

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). Inland Empire Health Plan (IEHP) will pay the Department of Public Health (DPH) a capitation rate for each IEHP member assigned. Actual amount to be generated is based on an actual fee for service utilization. However, DPH’s current budget reflects the inclusion of expenditures and revenue related to the expansion of Medi-Cal eligible patients. Sufficient appropriation and revenue will be included in the DPH recommended 2020-21 budget and future recommended budgets.
BACKGROUND INFORMATION
IEHP is one of two entities that have been chosen as a preferred County managed care plan for San Bernardino and Riverside Counties. DPH currently provides Primary Care services for IEHP members. Health promotion, disease prevention, health maintenance, patient education, and diagnosis and treatment of acute and chronic illnesses are some of the primary care services provided. This recommended agreement is based on a new template that was approved by the IEHP Governing Board in August 2018.
Approval of this recommended agreement will allow DPH to be an IEHP network provider for primary care services for a five-year term. The capitation rate will allow DPH to better serve existing patients when they become Medi-Cal eligible and improve healthcare options and accessibility.
Either party may terminate this Agreement without cause upon providing the other party with ninety (90) days written notice.
Pursuant to California Health and Safety Code section 1457(c)(1) specific terms related to the rates of payment for health care services in a county medical facility are not immediately subject to laws related to public records; therefore, the Clerk of the Board is directed to maintain confidentiality of this Agreement.
