RECOMMENDATION(S)

Recommendation

1.                     Approve the plans and specifications for the Civil and Structural Improvements Construction Project at the Heaps Peak Transfer Station, as signed and sealed by a registered civil engineer.

2.                     Authorize the Director of the Department of Public Works to advertise the Civil and Structural Improvements Construction Project at the Heaps Peak Transfer Station for formal bids.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).   There is minimal financial impact to the Department of Public Works - Solid Waste Management Division (SWMD) for approval of the Civil and Structural Improvements Construction Project at the Heaps Peak Transfer Station (Project) plans and specifications and authorization to advertise for formal bids.  The Project will be funded by fee revenue.  Sufficient appropriation and revenue have been included in the SWMD 2021-22 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The County’s Heaps Peak Transfer Station (HPTS) is located on the north side of State Highway 18, approximately 3.5 miles west of Running Springs and approximately 4 miles east of Lake Arrowhead.  The site occupies approximately 6.5 acres.  The HPTS receives approximately 5,500 tons of refuse per month. The Project will provide maintenance repairs and improvements to keep the HPTS operating in a safe and efficient manner.

 

Specific maintenance items addressed by the Project include repairing the tipping floor, constructing concrete slabs for recycling drop-off bins, and repaving maintenance roads. This work consists of saw-cutting concrete slabs and asphalt pavement, removing asphalt pavement, constructing reinforced concrete slabs, constructing retaining walls, and asphalt paving.

 

The Department’s Environmental Management Division has completed a California Environmental Quality Act (CEQA) review of the proposed Project. It has been determined that the proposed work qualifies for an exemption under CEQA guidelines Section 15301 (c), which allows for repair and maintenance activities on existing roads, sidewalks, gutters and similar facilities that involve negligible or no expansion of use beyond that existing at the time of the lead agency’s determination; and a Class 2 Categorical Exemption “Replacement or Reconstruction” under Section 15302 of the CEQA Guidelines, which allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced, and will have substantially the same purpose and capacity as the structure replaced. The Notice of Exemption was filed and posted by the Clerk of the Board of Supervisors, on December 20, 2021.

 

The Project meets the County and the Chief Executive Officer’s goals and objectives of providing for the safety, health and social service needs of County residents and ensuring the development of a well-planned, balanced, and sustainable County by repairing and maintaining the waste disposal facility and contributing to the convenience and general well-being of residents in nearby communities.

 

PROCUREMENT

The Project will be advertised to invite formal bids in accordance with Section 22037 of the California Public Contract Code. SWMD anticipates returning to the Board of Supervisors for an award of contract in April 2022.
