RECOMMENDATION(S)

Recommendation

Approve a three-year revenue Interim Use Permit with the Vietnamese Eucharistic Youth Movement in the United States of America for the use of a portion of Prado Regional Park for three days each June, in 2026 through 2028, to hold the Dai Hoi Nguon Song Event, for total revenue in the amount of $12,205 each year.

FINANCIAL IMPACT

Approval of this item does not require the use of Discretionary General Funding (Net County Cost). Under this Interim Use Permit (Permit), the Vietnamese Eucharistic Youth Movement in the United States of America (Permittee) will pay the Regional Parks Department (Department) $12,205 in use fees each year for the use of Prado Regional Park (Park) as detailed in the table below:

All fees charged to the Permittee are consistent with the 2025-26 Board of Supervisors (Board) approved fee schedule.

 

The Permittee will also submit a $4,000 deposit each year to be used for any possible damages incurred to County property due to the Permittee’s use of the Park each year. The 75 RV sites are allowed six people per site for a total of 450 people, and the 10 group tent camping sites are allowed 20 people per site for a total of 200 persons. Park staff will tally all participants (Tally Fee for Entrance) and Permittee will pay an additional $5 per camper after the allowed amounts. The Non-Food Vendor Fee is included as a charge for the Permittee to have a non-food vendor at the Park. Permittee will be responsible for obtaining all necessary permits, licenses, and applicable approvals, as well as security and obtaining the required insurance for the Permittee’s annual Dai Hoi Nguon Song Event (Event). Adequate appropriation and revenue are included in the Department’s 2025-26 budget and will be included in applicable future recommended budgets.

 

BACKGROUND INFORMATION

The Department operates and maintains eight regional parks, including this Park in the City of Chino, and provides for the rental of park property through Board approved fees. The recommended Permit between the Department and Permittee allows for the use of the Park on June 12 through June 14, 2026; June 11 through June 13, 2027; and June 9, 2028 through June 11, 2028, wherein the Department will receive $12,205 per year for the next three years, with total revenue of $36,615.  

 

The Permittee has been hosting this event since 2015, except for 2021 and 2022 due to COVID, where youth group members camp, perform live skits and participate in games, activities, and religious celebrations.   

 

This recommended Permit aligns with the County and Chief Executive Officer’s goal and objective to operate in a fiscally responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.
