RECOMMENDATION(S)

Recommendation

1.                     Approve the following addenda to the bid documents for the Prado Tent Campground Restroom Addition Project:

a.                     Addendum No. 1 dated May 20, 2024, which acknowledges the upload of project plans.

b.                     Addendum No. 2 dated May 23, 2024, which acknowledges the new advertisement date in the San Bernardino County Sun and the rescheduled pre-bid conference date.

c.                     Addendum No. 3 dated June 13, 2024, which provided bidder submitted questions and County responses regarding the project.

2.                     Award a construction contract to Rasmussen Brothers Construction, Inc., in the amount of $715,000, for the Prado Tent Campground Restroom Addition Project.

3.                     Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract referenced in Recommendation No. 2, for a total amount not to exceed $48,250, pursuant to Public Contract Code Section 20142.

4.                     Approve a $1,526,000 decrease to Capital Improvement Program Project No. 23-089, decreasing the total project budget, from $2,920,655 to $1,394,655, for the Prado Tent Campground Restroom Addition Project located at 16700 Euclid Avenue in Chino.

5.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments within the Capital Improvement Program, as detailed in the Financial Impact section (Four votes required).

6.                     Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The revised total project budget of $1,394,655 is funded from a combination of American Rescue Plan Act in the amount of $544,655 and Federal Earmark Funds in the amount of $850,000.

 

The following budget adjustments are necessary to update the project’s budget since the bids received were lower than the projected construction costs for the Prado Tent Campground Restroom Addition Project (Project):

Sufficient appropriation and revenue are included in the 2024-25 Capital Improvement Program (CIP) Budget to award this contract.

 

BACKGROUND INFORMATION

The recommended action will award a construction contract, in the amount of $715,000, to Rasmussen Brothers Construction, Inc. for the Project located in Prado Regional Park. The tent campground area needs additional restroom facilities that meet the needs of individuals covered by the Americans with Disabilities Act (ADA). This Project includes the construction of new accessible restroom facilities and provides nearby ADA van accessible locations as well as ADA compliant paths of travel.

 

On May 7, 2024 (Item No. 37), the Board of Supervisors (Board) determined the project to be categorically exempt from further review under Section 15303, Class 3, Subsection (e) of the California Environmental Quality Act Guidelines (Title 14, California Code of Regulations) which pertains to New Construction, Accessory (appurtenant) structures including garages, carports, patios, swimming pools, and fences.

 

This project is consistent with County Administrative Office approved CIP Project No. 23-089.

 

PROCUREMENT

On May 7, 2024 (Item No. 37), the Board of Supervisors (Board) authorized the Project and Facilities Management Department (PFMD) to advertise for competitive bids. PFMD advertised for bids in the San Bernardino County Sun on May 28, 2024, six plan rooms and on the County Electronic Procurement Network (ePro) via Request for Proposals ANE223-ANE2C-5393. On May 29, 2024, potential bidders attended a mandatory job walk. On May 20, 2024, Addendum No. 1 was issued which acknowledges the upload of project plans for the Project. On May 23, 2024, Addendum No. 2 was issued which acknowledged a new advertisement date for the Project in the San Bernardino County Sun and rescheduled the pre-bid conference date. On June 13, 2024, Addendum No. 3 was issued which provided bidder submitted questions and County provided responses regarding the project. On July 11, 2024, the following 14 bids were received.
