Recommendation
Approve travel and related expenses for three San Bernardino County Behavioral Health Commissioners to attend the National Alliance on Mental Illness California Annual Conference, in Sacramento, in an amount not to exceed $3,700, for the period of October 16, 2025 through October 17, 2025.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The estimated cost for travel and related expenses, in an amount not to exceed $3,700, will be funded by 1991 Realignment funds. Adequate appropriation and revenue have been included in the Department of Behavioral Health (DBH) 2025-26 budget.

BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to San Bernardino (County) residents experiencing severe mental illness and/or SUD. An integral part of the service delivery consists of working with the County Behavioral Health Commission (Commission) to improve services and enhance opportunities for the achievement of well-being.
The Board of Supervisors (Board) established the Commission in 1968, as provided for in Part 2 (Short-Doyle Act), Chapter 1, Section 5604(a) of the California Welfare and Institutions Code. The Commission’s purpose is to advocate for consumers, families, and County residents in the design and funding of behavioral health programs, and to advise the Board and the DBH Director on aspects of local behavioral health programs. Per County Code section 13.0618, expenses of board, commissions, and committee members (non-employees) on County business shall be paid by the County with prior Board approval.
The 2025 National Alliance on Mental Illness (NAMI) California Annual Conference will allow Commissioners to collaborate and connect on the future or mental health. This conference will feature workshops, discussions, and access to leaders in mental health who will share their experience and recommendations for moving to mental health parity. Commissioners will gain valuable insight into collaborative efforts across the state and allow them the opportunity to engage in support networks specific to mental health and wellness throughout California.
The Conference features nationally recognized speakers and premier breakout sessions supporting the interconnectivity between students, families, communities, and schools, which fosters collaboration in the pursuit of health and wellness. Attendees will delve into some critical issues facing youth mental health and gain insight into relevant strategies, with a focus on statewide and national policy and initiatives.
Throughout the year, Commissioners attend and participate in various state and county events to share best practices as well as bring back innovative ideas to incorporate into the County’s behavioral health system of care.
