RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Flood Control District:
1. Approve contract with CWE to provide professional civil engineering services for the areas in the downstream watersheds in Oak Glen and Forrest Falls affected by the El Dorado Fire, in the amount of $328,670, for the period of June 26, 2023 to June 25, 2025.
2. Authorize the Chief Flood Control Engineer or the Assistant Director to add and/or delete services and reallocate funding between tasks as required to complete the work outlined in the contract, without increasing the total cost or changing the term of the contract, subject to review by County Counsel.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Funding for this activity will include Hazard Mitigation Grant Program funds awarded by the United States Department of Homeland Security, Federal Emergency Management Agency at a 75% cost share with the San Bernardino County Flood Control District (District). The District’s 25% cost share is funded by property taxes, fee revenue, and other local, state, and federal funding. The total contract amount of $328,670 is based on the fee schedule presented in the proposal by CWE. Sufficient appropriation and revenue will be included in the District’s 2023-24 recommended budget (1930002526-F02848) and in future recommended budgets.
BACKGROUND INFORMATION
The communities of Oak Glen and Forest Falls both experienced flooding during storm events and this has been exacerbated by the recent El Dorado Fire in the watersheds upstream of these communities. Flooding and mudflows in the area are evidence of the increased flows and volume of debris since the fires. The District has provided temporary flood control measures to help alleviate some of this flooding, however, the District desires to evaluate and design additional, more permanent measures to provide for the safety, health and resiliency of County residents.
Under the proposed contract, CWE will provide professional civil engineering services to provide a hydrology and hydraulics study and report including risk/hazard assessment, proposed mitigation options/strategies with alternatives, cost analyses, prioritization, recommendations, and a conceptual design for the communities downstream of the El Dorado Fire.
PROCUREMENT
On March 20, 2023, the District released Request for Proposal (RFP) No. PWG123-FLOOD-4921 to solicit proposals through the County’s Electronic Procurement System (ePro). The RFP was sent to vendors who were registered in ePro, as well as soliciting to minority businesses and women’s business enterprises as a condition of the Federal funding. An evaluation committee comprised of five representatives from the District reviewed the proposals. CWE was selected by evaluators based on its approach to the scope of services, qualifications, experience with similar projects, and experience working with the District and various County departments. District staff is recommending to award to CWE due to the required experience, understanding the District’s goals, and the ability to perform analyses, assessments, outreach, and preliminary design. No appeals and/or protests were received.
