RECOMMENDATION(S)
Recommendation
1. Declare Equipment No. 049194, a 2009 Bobcat Skid Steer Loader, as surplus and no longer necessary to the needs of San Bernardino County, with an estimated value of $10,000.
2. Find it is in the public interest to donate and transfer the 2009 Bobcat Skid Steer Loader to the Mt. Baldy Volunteer Fire Department to serve the community members of the Mt. Baldy community.
3. Authorize the Director of the Department of Public Works to execute all necessary documentation to transfer ownership of the 2009 Bobcat Skid Steer Loader to the Mt. Baldy Volunteer Fire Department, on behalf of the County, subject to review by County Counsel.
4. Authorize an allocation of $13,963 from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget for the following efforts:
a. Backfill the revenue loss of $10,000 to the Department of Public Works - Transportation for the donation and transfer of the 2009 Bobcat Skid Steer Loader to the Mt. Baldy Volunteer Fire Department.
b. Reimburse the Department of Public Works - Solid Waste Management for half of the cost of the Waste Pail Initiative, in the amount of $3,963, for the Department of Public Works - Solid Waste Management to purchase and distribute 1,500 food waste pails to the residents in the Second District.
5. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The donation of Equipment No. 049194, a 2009 Bobcat Skid Steer Loader (Loader), will avoid the costs of removal, transport, and disposal of the equipment that is no longer economically beneficial to maintain or repair for County use.
On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of county residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.
Recommendation No. 4 will allocate $13,963 from the Second District’s Priorities Program budget to provide revenue loss backfill of $10,000 to the Department of Public Works (DPW) - Transportation for the estimated surplus value of the Loader to be donated to the Mt. Baldy Volunteer Fire Department and reimburse $3,963 to DPW - Solid Waste Management for the 50% cost of the Waste Pail Initiative. Sufficient appropriation has been included in DPW - Transportation’s and DPW - Solid Waste Management’s 2025-26 budgets (6650002008 and 6709024250, respectively).

BACKGROUND INFORMATION
DPW - Transportation owns the Loader, which has an estimated value of $10,000. DPW - Transportation has determined that it is no longer economically beneficial to continue to maintain or repair this surplus equipment. Removing these older units from equipment inventory is also necessary to remain compliant with the South Coast Air Quality Management District regulations.
DPW - Transportation was contacted about donating the equipment to the Mt. Baldy Volunteer Fire Department. County Policy No. 12-18 defines the process for disposition of surplus property, which may include surplus property being made available to other departments, Board-governed districts, and/or community-based organizations. DPW - Transportation recommends donating the surplus equipment to the Mt. Baldy Volunteer Fire Department, a community-based organization, to serve the community members in the Mt. Baldy area.
DPW - Solid Waste Management’s Waste Pail Initiative is to purchase and distribute 1,500 food-waste pails to the residents in the Second District. The purpose of these pails is to support residents in complying with California Senate Bill 1383 by offering a convenient way to collect food waste before placing it in the organic waste containers provided by their waste hauler. This initiative highlights the County’s commitment to helping residents meet state-mandated waste requirements.
Approval of this item aligns with the County and Chief Executive Officer goals and objectives to provide for the safety, health and social service needs of county residents, pursue County goals and objectives by working with other governmental agencies, and to operate in a fiscally-responsible and business-like manner by removing older equipment from the inventory that could better serve a community based organization, and by helping residents meet state-mandated waste requirements.
