RECOMMENDATION(S)
Recommendation
1. Find that approval of a Use Permit Agreement with Teamsters Local 1932 Training Center for the use of approximately 655,215 square feet of County-owned parking areas for a car show event, including a static display of custom cars and event parking, is an exempt project under the California Environmental Quality Act Guidelines, Section 15301 - Existing Facilities (Class 1).
2. Find that the waiver of reimbursement charges set forth in County Policy 12-06, Use of County Facilities by Non-County Organizations and County Code Section 16.0220, would serve a public purpose and authorize the use of County-owned parking areas for a car show event with a static display of custom cars and event parking on Saturday, April 11, 2026, from 5:00 a.m. to 5:00 p.m.
3. Approve Use Permit Agreement with Teamsters Local 1932 Training Center for the no-fee use of approximately 655,215 square feet of County-owned parking areas, consisting of 183,311 square feet of Assessor’s Parcel Number 0135-122-63-0000, 115,352 square feet of Assessor’s Parcel Number 0135-121-34-0000, and 356,552 square feet of Assessor’s Parcel Number 0135-172-33-0000, located at the County Government Center Downtown Campus in San Bernardino, on April 11, 2026, from 5:00 a.m. to 5:00 p.m.
4. Direct the Real Estate Services Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). No fee will be received by the County from Teamsters Local 1932 Training Center (Permittee) for this Use Permit Agreement (Permit). Any County administrative costs associated with processing this Permit will be charged to the Real Estate Services Department (RESD) Rents Budget (7812001000). Such costs are anticipated to be nominal and within existing budgeted appropriations. Sufficient appropriation is included in the 2025 - 26 Rents Budget.
The Permittee will be responsible for obtaining all necessary permits, licenses, and applicable approvals, as well as providing security and the required insurance for the Permittee’s 2026 7th Annual Spring Fling Car Show (Event).
BACKGROUND INFORMATION
The recommended Permit is for the use of approximately 655,215 square feet of County-owned parking areas, consisting of 183,311 square feet of Assessor’s Parcel Number (APN) 0135-122-63-0000, 115,352 square feet of APN 0135-121-34-0000, and 356,552 square feet of APN 0135-172-33-0000, located at the County Government Center Downtown Campus in San Bernardino (Premises), on April 11, 2026, from 5:00 a.m. to 5:00 p.m., for a car show featuring a static display of custom cars and Event parking hosted by the Permittee. The use of the Premises will not interfere with normal County operations. The Permittee will be solely responsible for all costs associated with use of the Premises for the Event, including, but not limited to, trash cleanup, debris removal, and restoration of the Premises to their original condition upon conclusion of the Event.
On May 10, 2022 (Item No. 39), the Board of Supervisors (Board) approved a no-fee Use Permit for the Permittee’s use of 60,000 square feet of parking lot space for its 2022 car show event held at the County-owned parking lot located at 172 West 3rd Street in San Bernardino. In the four years since the original Permit was approved, the Board has approved the following Permits:

County Policy No. 12-06 - Use of County Facilities by Non-County Organizations (Policy) requires non-County organizations to reimburse the County for the use of County-owned or leased premises to cover expenses incurred over and above the normal operating costs of the facility. The reimbursement charge shall be the fee set forth in any applicable fee schedule. The Policy further provides that requests for waiver of reimbursement charges may be approved by the Board.
County Code Section 16.0220 sets a fee of $167 per day for the use of County-owned parking lots. However, pursuant to County Code Section 16.0231(a)(3), the Board may authorize a waiver of this fee if the waiver serves a public purpose.
Waiver of the fees will serve a public purpose because the Permittee’s Event provides a community benefit by promoting community engagement and offering recreational opportunities for County residents. The Event is also anticipated to attract visitors to the downtown San Bernardino area, supporting tourism activity and generating economic activity for nearby businesses. Approval of the no-fee Permit supports the Countywide Vision and aligns with its Goals and Objectives to Promote and Fulfill the Countywide Vision by encouraging community engagement and showcasing local assets, and to Create, Maintain, and Grow Employment Opportunities and Economic Value in the County by supporting events that attract visitors and stimulate the local economy. Approval will also continue the County’s collaborative partnership with the Permittee in hosting community-oriented events.
The project to approve this new, no-fee Permit for the Event was reviewed pursuant to the California Environmental Quality Act (CEQA) and determined to be categorically exempt under CEQA Section 15301 - Existing Facilities (Class 1), because there is no possibility that the issuance of the Permit for use of the subject property will have significant effect on the environment.
