RECOMMENDATION(S)

Recommendation

Acting as the governing body of County Service Area 59 (Deer Lodge Park): 

1.                     Find the County Service Area 59 (CSA 59) Road Rehabilitation Project is categorically exempt under the California Environmental Quality Act (CEQA) Guidelines, Section 15301(c) (rehabilitation and replacement of roads and highways of substantially the same size, purpose, and capacity). 

2.                     Approve the plans and specifications for the Road Rehabilitation Project in the Deer Lodge Park area of Lake Arrowhead.

3.                     Authorize the Interim Director of the Special Districts Department to advertise for competitive bids.

4.                     Direct the Clerk of the Board of Supervisors to post the Notice of Exemption for the CSA 59 Road Rehabilitation Project as required under CEQA.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  Sufficient appropriation for the CSA 59 Road Rehabilitation Project (Project), estimated at $177,000 for construction and project management costs, is included in the 2019-20 Capital Improvement Program (CIP) budget for CSA 59.

 

BACKGROUND INFORMATION

CSA 59 in Deer Lodge Park (District) is a road district maintained and operated by the Special Districts Department (Department).  The District contains approximately 4.5 miles of paved residential mountain roads. Because of seasonal and weather related degradation, snow plowing and routine maintenance, these roads occasionally require complete pavement rehabilitation to include grinding or pulverizing existing pavement surface, re-paving with new asphalt, and performing drainage and berm repair/replacement.  Pavement rehabilitation is vital in improving traffic safety and road use for local residents and the travelling public.

 

The Department identified four roads, totaling 4,500 linear feet, within the District that are in need of rehabilitation this fiscal year. The Department desires for the road rehabilitation to be accomplished by a qualified and licensed contractor that specializes in work of this type.  California State Public Contract Code and County Ordinance require that the Board of Supervisors (Board) approve the plans and specifications and authorize the Department to advertisement for competitive bids.

The Project was reviewed pursuant to CEQA and found to be categorically exempt from further environmental review in accordance with CEQA Guidelines Section 15301(c), which excludes projects involving rehabilitation and replacement of roads and highways of substantially the same size, purpose, and capacity. The Board is required to adopt that finding and authorize the Clerk of the Board to file and post the Notice of Exemption.

 

PROCUREMENT

Upon Board approval of this item, the bid process will begin with issuance of a formal advertisement for bids in the County’s Electronic Procurement (ePro) Network in accordance with Section 22037 of the California Public Contract Code, as well as advertisement in required plan rooms. A mandatory pre-bid meeting is scheduled for March 4, 2020 (10:00 a.m.) at the intersection of Edgecliff Drive and Grass Valley Road in Lake Arrowhead. This meeting will allow potential contractors to evaluate the road conditions.  Bids can be submitted up to the Project’s bid opening, which is scheduled for March 19, 2020 (2:00 p.m.) at the District’s office. Thereafter, the District will submit to either the Board or the County Chief Executive Officer, as dictated by the contract amount, for award of the construction contract.
