RECOMMENDATION(S)

Recommendation

Approve non-financial Transfer Agreement with Haven Crest Congregate Living, Inc., to allow for the transfer of patients who require higher level of care services to Arrowhead Regional Medical Center, for the period of March 10, 2026 through March 9, 2031.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as this non-financial Transfer Agreement (Agreement) does not include any associated costs. Each facility will be responsible for billing the applicable third-party payors for the costs associated with patient care provided at the respective facilities.

 

BACKGROUND INFORMATION

Approval of the Agreement with Haven Crest Congregate Living, Inc. (Haven Crest), a congregate living health facility, will enable Arrowhead Regional Medical Center (ARMC) to provide acute care services when Haven Crest residents require a higher level of care.

 

Federal and state regulations require congregate living facilities to maintain transfer agreements with an acute care hospital. The Agreement allows Haven Crest to transfer patients to ARMC when a physician determines that hospital-level care is medically necessary.

 

Under the Agreement, Haven Crest is responsible for physician documentation, obtaining informed consent, coordinating patient transportation, and providing medical records to support continuity of care. ARMC will evaluate transfer requests and provide appropriate care consistent with federal and state requirements, including the Emergency Medical Treatment and Labor Act (EMTALA). The Agreement also establishes procedures for the return of patients to Haven Crest when clinically appropriate.

 

ARMC recommends approval of this Agreement to ensure timely access to hospital services for residents whose medical needs exceed the level of care available at the facility.
