Recommendation

Acting as the governing body of Board Governed County Service Area 60 - Apple Valley Airport:

1.                     Approve Amendment No. 1 to Construction Contract No. 24-540 with Horizons Construction Company International Inc., for the Apple Valley Airport Wash Rack Project, increasing the contract amount by $12,261, from $432,000 to $444,261, for the additional scope of work, and increasing the construction completion date by 26 days, for a total of 206 calendar days (Four votes required).

2.                     Approve Change Order No. 1 to Construction Contract No. 24-540 with Horizons Construction Company International Inc., for the Apple Valley Airport Wash Rack Project, increasing the contract amount by $28,219 from $444,261 to $472,480 (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Apple Valley Airport Wash Rack Project (Project) (WBSE 10.10.0696) budget of $790,490 is funded by County Service Area 60 - Apple Valley Airport Improvement Funds, as part of the 2024-25 and Capital Improvement Program (CIP) budget approved by the Board of Supervisors (Board) on June 11, 2024 (Item No. 110). The amendment and change order, totaling $12,261 and $28,219 respectively, will be fully funded within the project’s existing budget. No budget adjustments are requested at this time but may be presented to the Board for consideration at a future date.

BACKGROUND INFORMATION

The Project establishes a self-contained aircraft wash area where planes can taxi or be towed into position and, after washing, return to adjacent taxi lanes. The facility includes a concrete pad with an independent drainage system featuring an oil-water separator connected to the septic system, ensuring compliance with state and local stormwater regulations. Additional components include storm drainpipes, junction structures, a water meter for the pressure washing system, and required utilities.

 

Approval of Amendment No.1 to Contract No. 24-540 with Horizons Construction Company International. Inc. (Contractor) will increase the contract amount by $12,261 due to unforeseen conditions that were not identified in the original bid. This amendment addresses unclear information on the design set which was to provide and install the solenoid valve equipment at the storm line in the catch basin instead of at the butterfly valve.

 

Amendment No. 1 also extends the contract time with Horizons Construction Company by 26 calendar days, from 180 days to 206 days. Extension of the contract time is permitted by Section 3.1 of Contract No. 24-540, subject to written approval of the County. 

 

Change Order No. 1 will increase the contract amount by $28,219 to cover additional work not included in the original contract, specifically the revision from a wood-framed shade structure to a steel structure.

 

On February 6, 2024 (Item No. 55), the Board authorized the Project and Facilities Management Department to solicit competitive bids. On June 25, 2024 (Item No. 125), the Board awarded a $432,000 construction contract to Contractor, the lowest responsive and responsible bidder.

 

The unanticipated additional costs are related to unforeseen conditions and circumstances that occurred after the competitive bid and award of the contract; no additional procurement activities are required.

 

Public Contract Code section 20136 requires all construction contract change orders to have a four-vote approval by the Board.
