RECOMMENDATION(S)

Recommendation

1.                     Authorize the purchase and installation of the following unbudgeted fixed assets, at a total cost of $294,900, to connect all County Library branches to high-speed internet, as approved under Agreement No. 23-204 with Presidio Networked Solutions Group, LLC:

a.                     39 Catalyst 9300 48 port switches at a per unit price of $5,268

b.                     One Catalyst 9300X core switch at a unit price of $13,011

c.                     One Cisco Secure Firewall 3120 NGFW Appliance at a unit price of $27,436

d.                     One Cisco Secure Firewall 3120 three-year subscription at unit price of $33,582

e.                     One Cisco Catalyst 8500 Series at a unit price of $15,379

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as    indicated in the Financial Impact section (Four votes required).

Approval of this item will not result in use of Discretionary General Funding (Net County Cost). The County Library (Library) would like to utilize Available Reserves in the amount of $294,900 from Fund 2600 to fund the purchase of the fixed assets. This item authorizes the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the Library’s 2023-24 budget:

BACKGROUND INFORMATION

This item seeks approval for the purchase of unbudgeted fixed assets that will connect all County Library branches to high-speed internet. On March 28, 2023 (Item No. 31), the Board of Supervisors (Board) approved a one-year contract with Presidio Networked Solutions Group, LLC (Presidio) to obtain Data Distribution components (switches, firewalls, and catalysts) required for high-speed internet at County libraries.  However, the purchase of the fixed assets were not sufficiently identified in the Library’s 2023-24 budget.

 

The Library is a public library which is allowed to receive a discount on its telecommunications bills and purchases from two different programs. One program is the Schools and Libraries Program of the Universal Service Fund, commonly known as E-Rate.  This program is administered by the Universal Service Administrative Company, under the direction of the Federal Communications Commission (FCC).  E-Rate provides discounts to assist many schools and libraries in the United States obtain affordable telecommunications circuits and internet access.  It is one of four programs funded through a Universal Service Fee charged to companies that provide interstate and/or international telecommunications services.  Those fees are passed on to the consumer and are placed in a special fund for annual use by the FCC.

 

The E-Rate telecommunications discount is based on a discount rate taken from the school free lunch program applicable to the school district in which the library is located.  Since July 2012, the Library has successfully secured E-Rate funding, which led to the first phase of build outs for faster telecommunications circuits that provide County Wide Area Network connectivity.  Since completing this buildout, Library branches have seen a significant upgrade in speed to meet the speed demands of increasingly enhanced content available on the internet, the need to support public and staff personal computers remotely, and the availability of Wi-Fi in Library branches. 

 

The Library recommends approval for the purchase and installation of unbudgeted fixed assets from Presidio, as approval will enable the County to participate in the E-Rate funding program, and provide Data Distribution components required for high speed internet to meet the speed demands of increasingly enhanced content available on the internet and the need to support public and staff in the 32 Library branches.

 

PROCUREMENT

On March 28, 2023 (Item No. 31), the Board approved a one-year contract with Presidio via Request for Proposals (RFP) No. LIBR23-LIBR-4880. The fixed assets requested in this item were not sufficiently appropriated in the Library’s 2023-24 budget.
