Recommendation
Approve the annual Revenue Contract (State Revenue Agreement No. MI-2324-20) with the California Department of Aging, to provide Medicare Improvements for Patients and Providers Act services, in the amount of $143,025, for the period of September 1, 2023 through August 31, 2024.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The contract amount of $143,025 for Medicare Improvements for Patients and Providers Act (MIPPA) services is funded by federal grants administered by the United States Administration for Community Living and allocated to the California Department of Aging (CDA). Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2023-24 budget and will be included in the recommended 2024-25 budget.
BACKGROUND INFORMATION
The CDA provides funding through contracts with local Area Agencies on Aging (AAA) to help older and disabled individuals live independently, promote healthy aging, and assist family members in their caregiving role. As the designated local AAA, DAAS has received funding
annually since 2009 to provide MIPPA services to eligible residents throughout San Bernardino County.
MIPPA, signed into law in July 2008, is a multi-faceted legislation related to Medicare. MIPPA provides funding to help Medicare beneficiaries apply for programs that make Medicare affordable and increase outreach and awareness efforts to consumers with low income.
MIPPA services includes outreach to eligible Medicare beneficiaries for preventive wellness, preventing disease, promoting wellness, limited income benefits, as well as application assistance to individuals who may be eligible for Low Income Subsidy (LIS) and Medicare Savings Programs (MSPs). The LIS program helps pay for Medicare Part D premiums and reduces the cost of pharmacy prescriptions and MSPs help with payment for Part B premiums.
MIPPA funds will be used to expand outreach in all areas (including Spanish-speaking and rural communities), develop marketing campaigns, conduct presentations, and provide assistance with Medicare beneficiary enrollment for approximately 336 clients.
