Recommendation

1.                     Approve Neurosurgery Physician Residency Employment Agreement with Mohammad Arshad, to provide services to Arrowhead Regional Medical Center as a resident physician, for the estimated annual cost of $119,247.42, for the period July 1, 2025 through June 30, 2026.

2.                     Approve Neurosurgery Physician Residency Employment Agreement with Hamid Hadi, to provide services to Arrowhead Regional Medical Center as a resident physician, for the estimated annual cost of $119,247.42, for the period July 1, 2025 through June 30, 2026.

3.                     Approve Neurosurgery Physician Residency Employment Agreement with Rebecca Houston, to provide services to Arrowhead Regional Medical Center as a resident physician, for the estimated annual cost of $119,247.42, for the period July 1, 2025 through June 30, 2026.

4.                     Approve Neurosurgery Physician Residency Employment Agreement with Louis Reier, to provide services to Arrowhead Regional Medical Center as a resident physician, for the estimated annual cost of $119,247.42, for the period July 1, 2025 through June 30, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of $476,989.68, which is associated with Arrowhead Regional Medical Center’s (ARMC) Neurosurgery Physician Residency Program, is funded by State Medi-Cal, Federal Medicare, and reimbursements from local area hospitals participating resident curriculum. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the ARMC’s 2025-26 recommended budget.

 

BACKGROUND INFORMATION

The 2025-26 Neurosurgery Physician Residency Program Employment Agreements (Agreements) will allow resident physicians to receive medical training at ARMC and provide medical services to patients. During the 2025-26 ARMC Neurosurgery Physician Residency Program, ARMC will employ four residents. Employment will allow the residents to provide services at ARMC and to meet the requirements established by the Neurological Surgery residency training accrediting body, American Osteopathic Association (AOA).

 

On April 29, 2025 (Item No. 16), the Board of Supervisors approved the 2025-26 Graduate Medical Education Program Master Employment Agreement for resident/fellow physicians in various programs and authorized the ARMC Chief Executive Officer to execute individual resident physician employment agreements on behalf of the County, pursuant to the 2025-26 Graduate Medical Education Program Master Employment Agreement. However, the 2025-26 Graduate Medical Education Program Employment Agreement template does not include the AOA program since the AOA requirements are different than the Graduate Medical Education Program requirements. As a result, ARMC presents separate individual Neurosurgery Physician Residency Employment Agreements to the Board for approval.  The Agreements include the approved salaries for each ARMC Neurosurgery resident physician, a housing allowance not to exceed $14,391 per resident physician during the Program year, and all additional requirements of the AOA, to ensure the resident physicians meet the Post Graduate Training license requirements in a timely manner.

 

ARMC recommends approval of the Agreements to provide for the safety, health and social service needs to County residents by ensuring the specialty training of neurosurgery resident physicians to provide care to ARMC patients in accordance with AOA requirements.
