Recommendation

Approve Amendment No. 3 to Agreement No. 20-319 with Steris Corporation for preventative maintenance services and filter changes, increasing the contract amount by $38,604, from $51,617 to $90,221, and extending the term for an additional two years for a total term of September 25, 2020 through September 30, 2025.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the increased cost of $38,604.36 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Amendment No. 3 will extend the term, for a total period of September 25, 2020 through September 30, 2025, of the preventative maintenance service agreement, including filter changes, enabling ARMC to continue receiving service on two endoscope reprocessors in ARMC’s Sterile Processing Department (SPD). Endoscopes are instruments that are introduced into the body to give a view of its internal parts, and endoscope reprocessing includes bedside pre-cleaning, leak testing, manual cleaning, high-level disinfection, and storage. Steris Corporation (Steris) provides the equipment utilized by SPD to reprocess endoscopes and is the only vendor certified to perform maintenance services on the reprocessing equipment.

 

On June 2, 2020 (Item No. 10), the Board of Supervisors (Board) approved Agreement No. 20-319 with Medivators, Inc. (Medivators), in the amount of $49,467, for the period of July 1, 2020 through June 30, 2023. However, the effective date of the agreement did not begin until Medivators received the contract, entered it into their system, and was ready to provide the services. This did not occur until September 25, 2020. Steris, previously Medivators, agreed to extend the term until the end of September 2023, at no additional cost to the County.

 

On September 27, 2022 (Item No. 9), the Board approved Amendment Nos. 1 and 2 to Agreement No. 20-319. Amendment No. 1 assigned Agreement No. 20-319 from Medivators to Steris.  Amendment No. 2 added one additional preventative maintenance service and filter change, increasing the contract amount by $2,150, from $49,467 to $51,617, and clarified that the term of the contract is from September 25, 2020 through September 30, 2023.

 

ARMC recommends approval of the amendment with Steris as it will allow ARMC to continue receiving preventive maintenance services and filter changes on its endoscope reprocessing equipment, which is needed to collect tissue samples to test for diseases and detection of some cancers of the upper digestive system.

 

PROCUREMENT

This is a continuation of a non-competitive procurement based on specialized credentials as Steris is the only vendor certified to perform maintenance services on the existing reprocessing equipment currently at ARMC.
