RECOMMENDATION(S)

Recommendation

1.                     Approve and authorize the submission of a combined Agreement Funding Application to the California Department of Public Health for the period of July 1, 2023 through June 30, 2024, for the following programs: 

a.                     Maternal, Child, and Adolescent Heath Program, in the amount of $752,527.

b.                     Black Infant Health Program, in the amount of $2,105,591.

2.                     Designate the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent non-substantive amendments and documents to the related Maternal, Child, and Adolescent Health Program and Black Infant Health Program funding application, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments in relation to the Maternal, Child, and Adolescent Health Program and Black Infant Health Program funding application to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The combined agreement funding application for the Maternal, Child, and Adolescent Health (MCAH) Program, in the amount of $752,527, and the Black Infant Health (BIH) Program, in the amount of $2,105,591 consist of federal Title V, Sudden Infant Death Syndrome Program (part of Title V), State General Fund, and Federal Title XIX funds. The MCAH Program includes a local match of $279,311 and the BIH Program includes a local match of $256,456, which will be met with 1991 Realignment funds. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget.

 

BACKGROUND INFORMATION

The California Department of Public Health (CDPH) provides noncompetitive funding for the MCAH and BIH Programs to local health departments to promote healthy living for mothers and their families through a focus on the comprehensive health, physical, and psychosocial needs of the maternal, child, and adolescent health population. DPH has received funding for the MCAH Program since 1987, and the BIH Program from 1990 through 2010 and again beginning in 2014, following a break from 2010 through 2014 when State General Fund support for the program was eliminated from the CDPH budget.  

 

Through the MCAH Program, DPH performs population-based core public health functions, including assessment, policy development, and health improvement. Program staff collaborate with healthcare providers, community-based agencies, and community groups and members to identify health issues that affect women, infants, children, and youth and develop best practices and interventions that will increase and expand access to care for mothers and families, especially those with low income or limited access to services. Additionally, the MCAH Program promotes the need for appropriate levels of care to improve pregnancy outcomes and reduce maternal and infant morbidity and mortality. Further, through the Sudden Infant Death Syndrome Program (SIDS) component of MCAH, DPH provides grief and bereavement services/materials to families who have suffered a loss and attempts to reduce the number of SIDS deaths by promoting the importance of safe sleep environments for infants. DPH anticipates that MCAH services will be provided to 25,727 clients, at an estimated cost of $29.25 per client.

 

The BIH Program is designed to meet the health-related needs of pregnant and postpartum Black/African American women through implementation of a State-standardized model that features group intervention to encourage empowerment and social support in the context of a life course perspective and through social service case management to link clients with the needed community and health related services. DPH anticipates that BIH services will be provided to up to 349 clients, at an estimated cost of $6,033 per client. Services provided may span from the prenatal period through the infant’s first year and include 10 prenatal and 10 postpartum educational group sessions, as well as individual life planning sessions (birth plans, access to health care, finances, familial relationships) and case management, as needed.

 

On June 1, 2023, the MCAH and BIH application documents were made available for the funding period of July 1, 2023 through June 30, 2024. The Agreement Funding Application must be submitted to CDPH by August 16, 2023.  

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPHs MCAH and BIH Programs services and activities. DPH is recommending delegated authority to accept and approve any non-substantive amendments and documents in relation to funding application for the MCAH and BIH Programs. DPH will return to the Board of Supervisors to present any substantive amendments or future grants received.
