RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County, approve Amendment No. 1 to Contract No. 17-552 with Houston & Harris PCS, Inc., increasing the total contract amount by $750,000, from $750,000 to $1,500,000, for on-call heavy equipment rental services, with no other changes to the contract, for the contract term of July 1, 2017 through June 30, 2022.
2. Acting as the governing body of the San Bernardino County Flood Control District:
a. Approve Amendment No. 1 to Contract No. 17-590 with L. Curti Truck & Equipment, increasing the total contract amount by $300,000, from $250,000 to $550,000, for on-call heavy equipment rental services, with no other changes to the contract, for the contract term of July 1, 2017 through June 30, 2022.
b. Approve Amendment No. 1 to Contract No. 17-605 with Western Rentals, increasing the total contract amount by $300,000, from $250,000 to $550,000, for on-call heavy equipment rental services, with no other changes to the contract, for the contract term of July 1, 2017 through June 30, 2022.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works - Transportation (Department) is funded by Gas Tax revenue, fee revenue, and other local, state, and federal funding. The San Bernardino County Flood Control District (District) is funded by property tax revenues, fee revenues, and other local, state, and federal funding. As these are on-call equipment rental services contracts, the specific projects have not yet been determined. Depending on the project, one of the above funding sources will be used to cover the cost of the contract. Sufficient appropriation is included in the Department and the District’s 2021-22 budget.
BACKGROUND INFORMATION
On June 27, 2017 (Item No. 87), the Board of Supervisors (Board) approved contracts with 33 vendors to be on the on-call heavy equipment rental services list, which included contracts with Houston & Harris PCS, Inc. (Houston & Harris) in an amount not-to-exceed $750,000 (County Contract 17-552), L. Curti Truck & Equipment (L. Curti) in an amount not-to-exceed $250,000 (District Contract No. 17-590), and Western Rentals in an amount not-to-exceed $250,000 (District Contract No. 17-605). Expenditures for Houston & Harris, L. Curti, and Western Rentals are reaching the not-to-exceed amounts for the contract term of July 1, 2017 through June 30, 2022.
The proposed contract amendments will increase the total contract amounts with no other changes to Contract No. 17-552 with Houston & Harris, Contract No. 17-590 with L. Curti, and Contract No. 17-605 with Western Rentals. The proposed amendments allow the Department and the District to continue to accept bids for upcoming routine road maintenance projects, public projects not exceeding the amount identified in Public Contract Code section 22032(a), and emergency road projects (following applicable provisions of the Public Contract Code) that may be scheduled through the expiration of the contracts on June 30, 2022. The proposed amendments will allow the Department to continue to utilize Houston & Harris for an additional amount of $750,000, and allows the District to utilize L. Curti and Western Rentals for up to an additional $300,000 each for specific projects on an as-needed basis. Having a list of readily accessible prequalified vendors available for heavy equipment rental services provides good value to the Department and the District and aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety of County residents and to operate in a fiscally-responsible and business-like manner.
