BACKGROUND INFORMATION
Staff services to members of the Board of Supervisors (Board) are provided through contractual arrangement, as required by the County Charter.
On March 26, 2024 (Item No. 5), the Board of Supervisors (Board) approved Employment Contract No. 24-271 to engage Glen Harris as a Field Representative I, retroactively effective March 23, 2024.
On April 23, 2024 (Item No. 4), the Board approved Amendment No. 1 to Contract No. 24-271 to add the option for Mr. Harris to enroll in the County’s 401(k) plan without a County contribution and increase the number of hours worked per pay period, retroactively effective April 20, 2024.
Recommendation No. 1 will terminate the existing Employment Contract No. 24-271 and requires four votes, per the County Charter and the termination provisions within this contract.
Recommendation No. 2 will initiate a new employment contract, retroactively effective November 2, 2024, to align with the start of the pay period. The new contract will continue to engage Mr. Harris as a Field Representative I, with added leave provisions, so that Mr. Harris is eligible to receive and utilize all leaves pursuant to the terms and conditions set forth in the County Exempt Group Working Conditions Ordinance. The new contract also outlines compensation and leave policies upon separation from the County. The new contract, with the retroactive effective date of November 2, 2024, serves the County purpose of contract employee retention and the continued provision of services to the County. This contract was originally scheduled for Board approval on November 5, 2024, but due to additional timing and research constraints, it was not presented on that date.
Either party may terminate the contract at any time without cause with a 14-day prior written notice to the other party. The contract may be terminated for just cause immediately by the County.
PROCUREMENT
