RECOMMENDATION(S)
Recommendation
1. Accept funding of $103,000 from the California Department of Health Care Services as pass-through funding for the Community Health Association Inland Southern Region to establish a Medical Assistant Workforce Development Program.
2. Approve contract with the Community Health Association Inland Southern Region, in the amount of $103,000, to establish a Medical Assistant Workforce Development Program using pass-through funding of $103,000 from the California Department of Health Care Services, from March 1, 2022 through February 28, 2024.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Under Section 19.56 (e) (32) of Senate Bill (SB) 170, funding in the amount of $103,000 for the Medical Assistant Workforce Development Program (Program) is allocated by the California Department of Healthcare Services (CDHS) to the County specifically for the Community Health Association Inland Southern Region (CHAISR) for the Program. The County will act as a pass-through entity and transfer the funds to CHAISR.
BACKGROUND INFORMATION
The Program will address the healthcare workforce shortage in the county, which has worsened due to the COVID-19 pandemic. This state funding will jumpstart a training program for 25 prospective medical assistants and prepare them for the California Certified Medical Assistants exam. CHAISR hopes to connect medical assistant students who successfully complete the certification requirements to local health providers with job openings. This Program and the associated California certification exam fees will be offered to students for free. CHAISR has managed similar training programs with a successful program completion rate of 88.2 percent. Recommendation No. 1 will request the Board to accept the funding for the Program, while the recommended contract under Recommendation No. 2 with the CHAISR will allow the County to transfer the funding from the CDHS to CHAISR as reflected under Section 19.56 € (32) of SB 170.
