RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of a grant application to the California Land and Water Conservation Fund, for the Glen Helen Campground Project located at Glen Helen Regional Park in the amount of $8,413,996.
2. Adopt Resolution, as required by the California Land and Water Conservation Fund, approving the application for the Glen Helen Campground Project located at Glen Helen Regional Park.
3. Approve and authorize the submission of a grant application to the California Land and Water Conservation Fund, for the Boat Dock Project located at Guasti Regional Park in the amount of $810,598.
4. Adopt Resolution, as required by the California Land and Water Conservation Fund, approving the application for the Boat Dock Project located at Guasti Regional Park.
5. Authorize the Chief Executive Officer, Assistant Executive Officer, or Director of the Regional Parks Department to execute and electronically submit the grant applications, including any ancillary documents required by the State, and any required subsequent non-substantive amendments to the application, subject to County Counsel review.
6. Direct the Director of the Regional Parks Department to transmit the executed grant applications and any non-substantive amendments in relation to the California Land and Water Conservation Fund grant to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The estimated total cost for all projects is $9,224,594. The California Natural Resources Agency Department of Parks and Recreation Land and Water Conservation Fund (LWCF) grant funding will pay a maximum of 50% or up to $6,000,000 per project on a reimbursement basis. LWCF’s total contribution amount, if both projects are awarded, would be $4,612,297. LWCF requires local matching funds at a contribution percentage of 50%, requiring the County to contribute $4,612,297. The Regional Parks Department (Department) is requesting use of the Community Services Upgrades Reserve to cover the 50% matching funds for a total in matching funds in the amount of $4,612,297. Should the grant funds be awarded, the Department will return to the Board of Supervisors (Board) for award acceptance and any necessary budget adjustments.
BACKGROUND INFORMATION
The new Glen Helen Regional Park Recreational Vehicle (RV) Campground and tent campsite area will be located near the lakeside section of Glen Helen Regional Park. The RV campground will replace the existing campground which does not meet camping standards at other Regional Parks or locations in the surrounding area. The new site will include modular showers, one new restroom for the campsite area, 50 full hook ups, firepit barbeque, picnic tables, and shared shelter space to allow for large group gatherings.
The current Guasti Regional Park boat dock has deteriorated due to weather exposure and time. The dock is inaccessible and unstable. The LWCF grant would fund a new aluminum dock and address structural deficiencies to mitigate weather related deterioration. The new dock will be compliant with the Americans with Disabilities Act by adding ramps, handrails, and other accessibility features.
This item will authorize the Chief Executive Officer, Assistant Executive Officer, or the Director of the Department to sign and submit the grant applications, any required subsequent non-substantive amendments, supporting materials, as well as all other ancillary documents, to the State. If the grant application is successful, funds will be provided to the County on a reimbursement basis to fund awarded Project costs for the benefit of county residents and visitors.
The LWCF program provides competitive grant funding for acquisition or development of land to create new outdoor recreation opportunities for the health and wellness of Californians. Because the LWCF is a competitive grant program, submission of an application is not a guarantee of funding. Submission of the grant applications commit the County to constructing the Projects if grant funds are awarded, and the Grant Contract would contain non-standard terms including indemnifying and holding the State harmless. The Department will return to the Board to accept LWCF Program funding upon receipt of the grant award from the State. If grant funds are awarded, the land will be placed under LWCF protection and subject to post completion requirements. Since submission of the grant would be considered binding and requires matching funds, per County Policy No. 5-13, the Department requests Board approval to submit the grant application.
This action meets the County’s and Chief Executive Officer’s goals and objectives of operating in a fiscally-responsible and business-like manner by seeking grant funding for projects, ensuring development of a well-planned, balanced, and sustainable county by constructing facilities that encourage walking and biking, should the grant funds be awarded to construct the Project; and, providing for the safety, health and social services needs of county residents by providing opportunities for healthy activities with construction of the projects listed above, should the Project be awarded grant funding.
