Recommendation
Approve Amendment No. 1 to Contract No. 23-244 (Grant Agreement No. 22-10792) from the California Department of Public Health, for the Enhanced Integration Project, extending the contract an additional five months, for a total contract period of January 1, 2023 through May 31, 2024, with no change to the original award amount of $697,132.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). Approval of the amended grant agreement from the California Department of Public Health (CDPH) will not result in any change to the total grant award amount of $697,132. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget.
BACKGROUND INFORMATION
DPH has received HIV program funding since 1985 to educate on HIV prevention and provide better treatment for HIV positive people. DPH will use the CDPH grant award to implement the Enhanced Integration Project (Project), to address HIV prevention within the County.
DPH’s activities and services under the Project will include HIV counseling and testing, Hepatitis C testing, Pre-Exposure Prophylaxis (PrEP) and Post Exposure Prophylaxis (PEP) navigation services, Prevention with Positives program which provides health and risk reduction education in medical settings, Partner Services, linking HIV positive persons to treatment and care systems, and increased HIV prevention and support services for people who use drugs.
CDPH allocates funds to local health jurisdictions to provide HIV surveillance and prevention services based on the number of diagnosed people living with HIV in its jurisdiction. The HIV surveillance and prevention funding for health departments will assist in the progress toward a goal of no new infection through two central priorities: 1) Ensure that all people living with HIV are aware of their infections and successfully linked to medical care and treatment to achieve viral suppression; and 2) Expand access to PrEP and PEP and other proven HIV prevention strategies for people at high risk of becoming infected.
On March 28, 2023 (Item No. 40), the Board of Supervisors approved Contract No. 23-244 (Grant Agreement No. 22-10792) from CDPH for the Enhanced Integration project to address HIV surveillance and prevention, in the amount of $697,132, for the period of January 1, 2023 through December 31, 2023.
On June 20, 2023, DPH received a letter (Grant Agreement No. 22-10792) from CDPH for notification to extend to the grant period from December 31, 2023 to May 31, 2024. The extension is to continue to provide services without disruption and align the grant term with the federal award for Integrated HIV Surveillance and Prevention Programs for Health Departments, with no change to the original awarded amount of $697,132.
