RECOMMENDATION(S)

Recommendation

1.                     Declare that two mail ballot sorting machines and one Hewlett-Packard Plotter are surplus, and no longer meet the needs of the Registrar of Voters.

2.                     Authorize the sale of the Hewlett-Packard Plotter identified in Recommendation No. 1, to be coordinated through the Purchasing Department, Surplus Property Division.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Purchasing Agent will deposit the proceeds from the sale of the Hewlett-Packard (HP) Plotter into the County’s General Fund.

 

BACKGROUND INFORMATION

On February 27, 2019, the Secretary of State (SOS) announced that certain California voting systems would be decertified effective August 27, 2019, including the voting system the County was using at the time.  The decertified voting systems were not to be used for any election after February 27, 2020, which included mail ballot sorting machines.  In 2019, the Registrar of Voters (ROV) purchased a new voting system certified by the SOS, including two certified mail ballot sorters.

 

The HP Plotter is beyond its life expectancy and is no longer supported by the vendor, including the consumables.  ROV recommends the two mail ballot sorters and HP Plotter be declared surplus property.  ROV recommends the HP Plotter be sold at auction through coordination with the Purchasing Department.  The two mail ballot sorters will be made void of any software or firmware before being sent to surplus.
