Approve Agreement with Jet Medical Electronics, Inc. for the lease and service of Patient Monitoring Telemetry System equipment for a total cost not-to-exceed $1,013,400 for the term of August 27, 2022 through August 26, 2027.

FINANCIAL IMPACT
Approval of the item will not result in the use of Discretionary General Funding (Net County Cost). The total cost not to exceed $1,013,400 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Sufficient appropriation and revenue are included in the Arrowhead Regional Medical Center (ARMC) 2022-23 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
This agreement with Jet Medical Electronics, Inc. (Jet Medical) will allow ARMC to lease and receive repairs and preventative maintenance on Patient Monitoring Telemetry System equipment. A Patient Monitoring Telemetry System allows medical staff to monitor multiple patients at a time without the need to be physically present in the same room as the patient. Patient telemetry monitors are portable boxes that are attached to patients. The monitors display heart rhythm and rate in a format that nurses, technicians, and doctors can monitor. Some units also allow for the monitoring of additional parameters such as oxygen saturation (SPO2). With this continuous monitoring, doctors are better equipped to diagnose and treat the patient. If there are any abnormal rhythms, the monitor sends an alarm and prints a strip documenting the rhythm for the doctor to review.
The agreement with Jet Medical is for the lease of a 20 Channel ECG/SPO2 telemetry system and a 23 channel ECG/SPO2 telemetry system for the 3 East unit and 4 Center unit at ARMC. The agreement also includes preventative maintenance and repairs for the systems to ensure they remain in operating condition throughout the term of the agreement.
PROCUREMENT
This is a non-competitive procurement based on specialized credentials as Jet Medical is the only local company with specialized credentials that is able to provide the patient monitoring telemetry systems that meet ARMC’s needs in the 3 East and 4 Center units. Because of its location, Jet Medical is also able to provide rapid technical support response for the system equipment. Purchasing recognizes specialized credentials as an acceptable non-competitive justification and supports approval of the agreement.
