Recommendation

Accept amended grant award, Amendment No. 2 to County Agreement No. 20-140 (Award No. 6 H80CS00657-19-05), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Service Area Competition under the Health Center Program for continued operational support of the Department of Public Health’s Federally Qualified Health Centers located in the High Desert and Valley Regions, increasing the amount by $478,555, from $1,435,667 to $1,914,222, for the period of March 1, 2020 through February 28, 2021.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The amended grant award in the amount of $478,555 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) does not require a match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2019-20 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Every three years, health centers apply for funding under the Health Center Program’s Service Area Competition (SAC).  Through the SAC, organizations compete for Health Center Program operational support to provide comprehensive primary health care services to defined service areas and patient populations already being served by the Health Center Program.  Under the Health Center Program, HRSA provides operational support for DPH’s four Federally Qualified Health Centers (FQHC) located in Adelanto, Hesperia, Ontario, and San Bernardino.  DPH utilizes Service Area Competition grant funding to provide enhanced health care services in the High Desert and Valley communities including primary care, maternal health, pediatric care, colposcopy, HIV care and treatment, reproductive health services, dental and nutrition services, diagnostic radiology, complementary and alternative medicine, and mental health services to an estimated 13,075 adults and children annually.

 

On August 6, 2019 (Item No. 27) and September 10, 2019 (Item No. 39), the Board of Supervisors (Board) approved Phase 1 and Phase 2, respectively, the grant application to HRSA for SAC funding to provide continued FQHC operational support, in the amount of $1,914,222 annually, for the grant period of March 1, 2020 through February 28, 2023.

 

On March 24, 2020 (Item No. 33), the Board approved the SAC grant award from HRSA for partial funding, in the amount of $478,556, for the period of March 1, 2020 through February 28, 2021.  In addition, this item authorized the Chairman of the Board, the Chief Executive Officer, or the DPH Director to accept any subsequent non-substantive amendments in relation to this grant award, on behalf of the County, subject to review by County Counsel.

 

On April 21, 2020 (Item No. 34), the Board approved the amended SAC grant award from HRSA for partial funding, increasing the amount by $957,111, from $478,556 to $1,435,667, for the period of March 1, 2020 through February 28, 2021.

 

On June 1, 2020, DPH received an amended SAC grant award from HRSA with additional funding, increasing the amount by $478,555, from $1,435,667 to $1,914,222, for the period of March 1, 2020 through February 28, 2021. 

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will not impact DPH’s FQHC services or activities.
