RECOMMENDATION(S)

Recommendation

1.                     Approve High Intensity Drug Trafficking Area State and Local Task Force Agreement with the United States Department of Justice, Drug Enforcement Administration, which includes form Certifications Regarding Lobbying; Debarment, Suspension And Other Responsibility Matters; And Drug-Free Workplace Requirements, for the Sheriff/Coroner/Public Administrator’s participation in the High Intensity Drug Trafficking Area State and Local Task Force, effective upon execution by both parties, and continuing until September 30, 2026.

2.                     Authorize the Sheriff/Coroner/Public Administrator to execute the High Intensity Drug Trafficking Area State and Local Task Force Agreement, on behalf of the County, subject to County Counsel review.

3.                     Direct the Sheriff/Coroner/Public Administrator to transmit the High Intensity Drug Trafficking Area State and Local Task Force Agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The High Intensity Drug Trafficking Area State and Local Task Force Agreement (Agreement) provides for reimbursement of overtime hours for staff assigned to the Southern California Drug Task Force (SCDTF). Actual reimbursement will be based on total overtime hours worked. Sufficient appropriation and revenue have been included in the Sheriff/Coroner/Public Administrator’s (Department) 2025-2026 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The United States Department of Justice, Drug Enforcement Administration’s (DEA) SCDTF mission is to disrupt the illicit drug trafficking occurring in the HIDTA area, gather and report intelligence, and conduct undercover operations and other methods of investigation, so that the task force’s activities will result in effective prosecution of targeted violators and trafficking organizations. The DEA strengthens partnering law enforcement agency capabilities through training, intelligence-sharing, technical support, and investigative assistance. The Department is requesting authorization to participate in this task force to aid in disrupting illicit drug trafficking in the HIDTA area.

 

The Agreement delineates the responsibilities of the SCDTF personnel and formalizes relationships between participating agencies for policy guidance, planning, training, and public and media relations to maximize inter-agency cooperation. The Agreement also includes the U.S. Department of Justice, Office of Justice Programs, Office of the Comptroller Certifications Regarding Lobbying; Debarment, Suspension And Other Responsibility Matters; And Drug-Free Workplace Requirements (OJP 4061/6). This form outlines the regulations that the Department is required to comply with, which are found in 28 Code of Federal Regulations Parts 67 and 69.

 

Approval of Recommendation No. 2 will authorize the Sheriff/Coroner/Public Administrator to sign the Agreement and the OJP Form 4061/6, in compliance with DEA policies.
