RECOMMENDATION(S)

Recommendation

1.                     Find that the Prado RV Restroom Remodel Project is exempt under the California Environmental Quality Act Guidelines, Section 15301, Class 1, subsection (L)(4) Existing Facilities, Section 15302, Class 2, subsection (b) and (c) Replacement or Reconstruction.

2.                     Approve plans and specifications for the Prado RV Restroom Remodel Project located at 16700 Euclid Ave, in Chino.

3.                     Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Prado RV Restroom Remodel Project.

4.                     Approve the purchase of three prefabricated bathrooms from CXT Incorporated under Sourcewell Contract No. 081721-CXT, as amended by County addendum, in an amount not to exceed $860,308.

5.                     Direct the Project and Facilities Management Department to file the Notice of Exemption for the Prado RV Restroom Project in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Prado RV Restroom Remodel (WBSE 10.101395) Project (Project) budget of $ 4,263,773, is funded from the American Rescue Plan Act (ARPA), as approved on October 25, 2022 (Item No. 82), by the Board of Supervisors (Board) as part of the 2023-24 Capital Improvement Program (CIP) budget.

 

BACKGROUND INFORMATION

The RV area at Prado Regional Park, located at 16700 Euclid Avenue in Chino, needs restroom facilities that meet the needs of individuals covered by the Americans with Disabilities Act (ADA). This project includes the construction of new accessible restroom facilities and provides nearby ADA parking locations as well as ADA compliant paths of travel.

 

The Project and Facilities Management Department (PFMD) intends to purchase prefabricated restrooms for the Project from CXT Incorporated utilizing a Sourcewell contract. The purchase of these restrooms will help to expedite the current lead time on purchase and delivery.

 

It is recommended that the Board of Supervisors (Board) determine the project be categorically exempt from further review under Section 15301, Class 1, Subsection (L)(4) demolition of individual small accessory structures; Section 15302, Class 2, Subsection (b) Replacement of a commercial structure with a new structure of substantially the same size, purpose and capacity. As evidenced by the Notice of Exemption, the construction of new walkways, parking spaces, and restrooms is consistent with Class 1, and Class 2, exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.

 

PFMD will advertise for competitive bids for the Project on June 28, 2024.  A mandatory Pre-bid meeting for prospective bidders is scheduled for July 17, 2024, at 10:00 a.m. at Prado Regional Park, 16700 Euclid Ave, in Chino at the proposed Project site. The bid opening is scheduled for August 14, 2024, at 2:00 p.m. at PFMD located at 385 N. Arrowhead Avenue, Third Floor, San Bernardino, Ca 92415.

 

Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.

 

Pursuant to California Public Contract Code section 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board of Supervisors.

 

This Project is consistent with County Administrative Office-approved CIP request No. 23-088.

 

PROCUREMENT

PFMD intends on purchasing prefabricated restrooms for the Prado RV Restroom Remodel Project from CXT Incorporated utilizing a Sourcewell contract.  Sourcewell is a national public service agency offering government agencies access to competitively awarded cooperative contract purchasing solutions through industry-leading vendors.

 

CXT Incorporated was the awarded contractor for the prefabricated restrooms, following a competitive Request for Proposal (RFP) Process that was reviewed for compliance with County procedures.  As a member of Sourcewell, the County had the opportunity to participate in this awarded contract.  County Purchasing Department staff recommended participation in the Sourcewell contract, as amended by County addendum, to save time and the expense of conducting an RFP process.
