RECOMMENDATION(S)
Recommendation
1. Accept and approve Carbon Reduction Program grant award, in the amount of $961,000, awarded by the Southern California Association of Governments, to install sidewalks on Del Rosa Drive, from Pacific Street to San Bernardino County Fire Station 226, in the Del Rosa area.
2. Approve Program Supplement Agreement No. F164 to Master Agreement No. 08-5954F15 with the State of California Department of Transportation, to provide $190,000 in federal Carbon Reduction Program funds toward the $215,000 costs for the Preliminary Engineering Phase of the sidewalk installation project identified in Recommendation No. 1.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total estimated cost to install sidewalks on Del Rosa Drive, from Pacific Street to County Fire Station 226 (Project) in the Del Rosa area is $1,085,000. The Project will be funded with $961,000 from the Carbon Reduction Program (CRP) grant funds administered by the California Department of Transportation (Caltrans), awarded on June 6, 2024, and $124,000 from the Department of Public Works (Department) Gas Tax revenue for non-federal required match required by the CRP grant. The total estimated cost for the preliminary engineering phase of work for the Project is $215,000 and will be funded with $190,000 in CRP funds and $25,000 with Gas Tax revenue for the non-federal required match. Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations Budget (6650002000) and will be included in future recommended budgets, as needed.
BACKGROUND INFORMATION
The Infrastructure Investment and Jobs Act created the CRP to provide federal funding to projects that decrease transportation emissions, defined as the carbon dioxide emissions that result from on-road, highway sources. The CRP funds must be spent on projects that support the State of California (State) CRP strategy which focuses on three pillars: zero-emission vehicles and infrastructure, active transportation, and rail and transit.
The State oversees the CRP and works with the Metropolitan Planning Organizations, which for the County is the Southern California Association of Governments (SCAG). County staff submitted the Project to the San Bernardino County Transportation Authority (SBCTA), as required by the CRP guidelines, and SBCTA submitted the Project to SCAG for funding consideration.
On June 6, 2024, the County was notified by SBCTA via email (included with this item as “Exhibit A”) that the Project County submitted for the CRP grant is approved and awarded $961,000 (included with this item as “Exhibit B”). Approval of this item allows Department staff to submit the necessary documents to Caltrans to receive CRP funds for the Project.
The Project installs approximately 0.33 miles of sidewalk on the west side of Del Rosa Drive. The Project design phase is anticipated to commence in fall 2024 with construction anticipated to start in summer 2028.
In accordance with Agreement No. 16-578 (Master Agreement No. 08-5954F15), approved by the Board of Supervisors on July 26, 2016 (Item No. 29), approval of a Program Supplement Agreement is required for each specific Project and prior to the County invoicing for reimbursement of costs associated with the Project. The Program Supplement Agreement establishes special covenants as a condition for the local agency to receive federal aid through the State for a designated project. The Program Supplement Agreement also identifies the type of funds available for reimbursement. Approval of Program Supplement Agreement No. F164 will allow the County to be reimbursed $190,000 in CRP funds for the preliminary engineering phase of work for the Project.
The Project meets the County and the Chief Executive Officer’s goals and objectives by working with other agencies to secure grant funding for the Project to install sidewalks for the safety, health and social service needs of County residents, encouraging walking and biking.
