RECOMMENDATION(S)

Recommendation

Approve the Rider to Product Supply Agreement No. 21-302 with Praxair Distribution Inc. for the provision of INOtherapy services, extending the contract period to May 17, 2024, for a total contract period of August 22, 2017 through May 17, 2024, with no change to the not to exceed amount of $1,930,000.

FINANCIAL IMPACT

Approval of this item with Praxair Distribution Inc. (Praxair) will not result in the use of Discretionary General Funding (Net County Costs). There are no costs associated with this additional provision to the agreement. Sufficient appropriation for the agreement has been included in the Arrowhead Regional Medical Center (ARMC) 2020-21 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of this item will allow ARMC to receive INOtherapy services from Praxair, which consists of the pharmaceutical drug Noxivent (nitric oxide) for inhalation and the delivery devices needed to administer the drug. The INOtherapy services will be used at the Neonatal Intensive Care Unit (NICU) at ARMC. Inhaled nitric oxide is a specific pulmonary medication that dilate blood vessels. It affects the muscles in the walls of the arteries and veins, preventing the muscles from tightening and the walls from narrowing. As a result, blood flows more easily through the vessels, reducing blood pressure and increasing oxygen supplies in the blood. Inhaled nitric oxide has been a proven safe and effective treatment for term and late preterm infants with respiratory failure.

 

On August 22, 2017 (Item No. 7), the Board of Supervisors (Board) authorized the Purchasing Agent to issue a Master Blanket Purchase Order No. 183463 with Praxair, for the delivery of bulk medical gases, medical gas cylinders, and site gas services to ARMC, in the total amount of $1,180,000, for the term of August 22, 2017 through August 21, 2022.  The Master Blanket Purchase Order No. 183463 was subsequently converted to Contract No. 4400005501.

 

On February 9, 2021 (Item No. 12), the Board approved an increase to Contract No. 4400005501 with Praxair increasing the not to exceed amount by $750,000 from $1,180,000 to $1,930,000, with no changes to the term of August 22, 2017 through August 21, 2022, for the delivery of bulk medical gases, medical gas cylinders, and site gas services to ARMC.  Contract No. 4400005501 was subsequently converted to Agreement No. 21-302.

 

On May 4, 2021 (Item No. 7), The Board approved Approve Amendment No. 1 to the Product Supply Agreement No. 21-302 with Praxair Distribution Inc., increasing the not-to-exceed amount by $750,000 from $1,180,000 to $1,930,000, with no changes to the term of August 22, 2017 through August 21, 2022, for the delivery of bulk medical gases, medical gas cylinders and site gas services to Arrowhead Regional Medical Center.

 

PROCUREMENT

This is a non-competitive procurement based on the current contract. County Purchasing supports this non-competitive procurement.
