RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD), approve revenue agreement with the County of San Bernardino, Department of Public Works, Solid Waste Management Division (SWMD) in which SBCFPD shall receive compensation from SWMD in the amount of $274,000 annually (for a total of $1,370,000), plus the portion of the SWMD gate fee attributable to the per vehicle charge (currently $.80 per vehicle) established in the SBCPFD fee ordinance, for SWMD’s participation in the Household Hazardous Waste (HHW) Collection Program from July 1, 2020 through June 30, 2025.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as SWMD’s costs are financed by fee revenue.  For participation in the HHW Collection Program, SWMD will compensate SBCFPD’s HHW Division $274,000 annually for a period of five years plus the portion of the gate fee attributable to the per vehicle charge (currently $.80 per vehicle) established in the SBCFPD fee ordinance.  SWMD will recover the costs associated with this agreement through established fees charged to the public and other agencies for utilization of the County’s Waste Disposal System.  Appropriation and revenue for this agreement is included in both SBCFPD’s and SWMD’s 2020-21 recommended budget and will be included in subsequent year budgets.

 

 

 

BACKGROUND INFORMATION

This recommended agreement will formalize the terms, conditions and obligations of SBCFPD and SWMD as they relate to SWMD’s participation in SBCFPD’s HHW Collection Program (Program) from July 1, 2020 through June 30, 2025. The Program, which was implemented by the County in 1984, provides for the collection and management of HHW, including used motor oil and oil filters, electronic waste (such as cathode ray tubes and other electronics), universal waste (such as fluorescent tubes and household batteries), pesticides, herbicides, and pharmaceuticals (excluding controlled substances). This regional program, now under the direction/administration of SBCFPD, includes the unincorporated area of the County and twenty-four cities/towns. SWMD has partnered with SBCFPD in the HHW program since its inception.

 

The existing contract between SWMD and SBCFPD for HHW Collection Program Services (No. 15-214), which was approved by the Board of Supervisors/Board of Directors on May 5, 2015 (Item No. 62), is scheduled to expire on June 30, 2020. This recommended agreement is needed to continue the partnership for an additional five years. The contract provides a cost effective system of collection, control, and disposal of HHW in support of a sustainable County. The contract also allows for the diversion of HHW from SWMD’s landfill system.
