Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 1 to Non-Financial Automatic and Mutual Aid Agreement No. 20-656 with Rancho Cucamonga Fire Protection District, for the continuous provision of reasonable and reciprocal exchange of fire, rescue and emergency medical services, extending the contract term for an additional five-year period, effective July 1, 2025, for a total contract term of August 11, 2020, through June 30, 2030.

FINANCIAL IMPACT
Approval of Amendment No. 1 (Amendment) to Automatic/Mutual Aid Agreement No. 20-656 (Agreement) will not result in the use of Discretionary General Funding (Net County Cost) as it is a non-financial agreement that defines the responsibilities of San Bernardino County Fire Protection District (SBCFPD) and the Rancho Cucamonga Fire Protection District (District) regarding mutual aid response.
BACKGROUND INFORMATION
SBCFPD has numerous mutual aid agreements with local, state, and federal agencies to assist each other in the suppression of fires and in the provision of emergency medical services. These agreements allow one party to assist the other party by providing personnel, equipment, materials/supplies, and other services, as needed, for fire and/or emergency incidents.
On August 11, 2020 (Item No. 51), SBCFPD’s Board of Directors approved the Agreement between SBCFPD and the District for a five-year term, effective August 11, 2020, through June 30, 2025. The Agreement allows for a mutually beneficial automatic aid/mutual aid agreement for a reasonable and reciprocal exchange of fire, rescue and emergency medical services of the two fire agencies. Due to the shared borders between SBCFPD and the District, the Agreement allows for the most expeditious and cost-effective response to suppress fires and provide other emergency services for the public served by these fire agencies.
Approval of the Amendment will extend the term for an additional five-year period, effective July 1, 2025, for a total contract term of August 11, 2020, through June 30, 2030. The Amendment also updates the mailing address information for SBCFPD due to the relocation of its headquarters.
The Agreement may be terminated by either party with 90 days’ written notice.
All other terms of the Agreement shall remain the same.
