Recommendation
Approve Revenue Agreement with the San Bernardino County Superintendent of Schools for funding in the amount of $435,000 to support the Quality Start San Bernardino Program for the period July 1, 2023, through June 30, 2025.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Revenue Agreement with the San Bernardino County Superintendent of Schools (SBCSS) provides funding in the amount of $15,000 per Tier 5 participating site as outlined in the Revenue Agreement. Preschool Services Department (PSD) has a total of 29 participating sites and is therefore receiving a total of $435,000 that is 100% State funded through the California Department of Education. PSD is not requesting adjustments to its 2023-24 budget at this time but may return to the Board of Supervisors (Board) to request such adjustments if necessary. Adequate appropriation and revenue will be included in the 2024-25 recommended budget.
BACKGROUND INFORMATION
PSD operates the Head Start, Early Head Start, and State Preschool programs and serves more than 3,000 children in 31 locations through direct services throughout San Bernardino County. The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing the school readiness of young children in economically, disadvantaged families.
Under the terms of the recommended Revenue Agreement, SBCSS will distribute Quality Start San Bernardino Program (QSSB) incentive funds, in accordance with the QSSB plan, to PSD for the purchase of Quality Improvement program enhancements such as training and development of teaching staff and purchasing of tools and resources for children and families after completion of a program assessment for participating sites.
On September 20, 2023, PSD received notification of Revenue Agreement No. 24-0627 from SBCSS. Due to an administrative error, PSD Contracts Team became aware of this item on February 14, 2024, and immediately requested that it be expedited. This item is being presented at this time, as this is the first available date following the required fiscal, administrative, and legal reviews. Approval at this time will not impact PSD’s services and activities.
