Recommendation

Approve Amendment No. 2 to Contract No. 4400016380 with Orkin Pest Control for pest control services at Arrowhead Regional Medical Center, increasing the total contract amount by $15,000, from a not-to-exceed amount of $265,000 to a total not-to-exceed amount of $280,000, and extending the term for an additional five months, for a total term of January 29, 2021 through June 30, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $15,000 is funded by State Medi-Cal, Federal Medicare, private insurance, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget.

 

BACKGROUND INFORMATION

Amendment No. 2 to Contract No. 4400016380 (Contract) will allow Orkin Pest Control (Orkin) to continue to provide pest control services at ARMC for an additional five months to provide vital protection to hospital staff, patients, and visitors from unwanted pests and ensure public health and safety. Orkin utilizes integrated pest management programs to prevent and eliminate pests while complying with strict health and safety standards. Services provided meet the specific needs of healthcare facilities, focusing on minimizing disruptions to patient care through flexible scheduling, proactive inspections, and discreet treatments.

 

On January 28, 2021, as the result of a competitive solicitation, the Purchasing Department (Purchasing) approved the Contract with Orkin in the amount of $175,000 for pest control services at ARMC for the term of January 29, 2021, through January 28, 2026. 

 

On May 17, 2024, Purchasing approved Amendment No.1 to the Contract with Orkin to increase the Contract by $90,000, from $175,000 to $265,000, for pest control services for ARMC, with no changes to the contract term of January 29, 2021 through January 28, 2026.

 

A Request for Proposal (RFP) for pest control services was initiated in October 2025 and is in progress to procure a vendor to provide these services to ARMC’s Environmental Services Department (EVS) before the expiration of the current contract. EVS has encountered delays in completing the final proposal document for release to the public. ARMC is requesting an additional five months to allow time to complete the RFP process.

 

ARMC recommends the approval of Amendment No. 2 to provide for the safety, health and social services needs of county residents through the usage of these pest control services, complying with strict health and safety standards.
