RECOMMENDATION(S)
Recommendation
1. Adopt Ordinance relating to setting the special election for the initiative/petition entitled “The San Bernardino County Supervisor Compensation Reduction and Term Limits Initiative” on the November 3, 2020 General Election ballot, which was introduced on July 14, 2020, Item No. 68.
2. Direct the Registrar of Voters to print initiative/petition entitled “The San Bernardino County Supervisor Compensation Reduction and Term Limits Initiative”, which was introduced on July 14, 2020, Item No. 68., in the Voter Information Guide that is mailed to every active voter in the county and placed on file and made available for public inspection in the offices of the County Clerk, the Registrar of Voters, and the Clerk of the Board of Supervisors.

FINANCIAL IMPACT
Approval of this item may result in the use of additional Discretionary General Funding (Net County Cost). The Registrar of Voters (ROV) estimates all costs plus overhead related to conducting the election for the initiative/petition will be about $2.7 million. If additional appropriation is necessary, a request for additional Discretionary General Funding (Net County Cost) will be submitted at a later date.
BACKGROUND INFORMATION
On June 23, 2020 (Item No. 42), the Board of Supervisors (Board) approved a resolution providing direction to the ROV to place the initiative/petition on the November 3, 2020 General Election ballot in accordance with Elections Code section 9118 (b) and (c). Approval of the recommended ordinance will provide the statutory notice for the setting of the special election concurrently with the November 3, 2020 General Election pursuant to Government Code sections 23722 and 23730. The proposed ordinance relating to setting the special election for the initiative/petition entitled “The San Bernardino County Supervisor Compensation Reduction and Term Limits Initiative” on the November 3, 2020 General Election ballot was introduced on July 14, 2020 (Item No. 68). The recommendation before the Board today will adopt the ordinance on the Consent Calendar.
The initiative/petition was filed with the ROV on September 13, 2019, by authorized agents for the proponent, entitled “The San Bernardino County Supervisor Compensation Reduction and Term Limits Initiative” (Petition), including a Notice of Intention to Circulate an Initiative Petition, and a request for a ballot title and summary with ROV. On March 20, 2020, the Petition was filed with ROV and on May 19, 2020 (Item No. 111), ROV certified the sufficiency of the Petition to the Board. The Board accepted the Certification of Initiative Petition and, prior to taking any action on the ordinance, ordered a report pursuant to Elections Code section 9111 be brought back to discuss the impacts of both the compensation and term limit reductions.
On June 9, 2020 (Item No. 65), the report was provided to the Board, pursuant to Elections Code section 9111(b), and the Board took action on that date to submit the ordinance pursuant to Elections Code 9118(b), without alteration, to the voters pursuant to Elections Code section 1405(a).
