Recommendation
Acting as the governing body of San Bernardino County and the San Bernardino County Fire Protection District:
1. Approve a budget increase in the amount of $180,000, from $468,600 to $648,600, to Capital Improvement Program Project No. 23-031, for the County Fire Station 92 Boat Safety Dock Project.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments for Capital Improvement Program Project No. 23-031 to the 2024-25 budget, as indicated in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The additional $180,000 for the County Fire Station 92 Boat Safety Dock Project (Project) will be funded through the Mountain Regional Service Zone Fund.

BACKGROUND INFORMATION
The San Bernardino County Fire Protection District (SBCFPD), Station 92 boat safety dock currently shares an unsecured dock with Arrowhead Lake Association (Property Owner), which needs repairs. Construction of a new boat dock exclusively for SBCFPD use will isolate the safety boat away from privately owned boats, which reduces the risk of damage and provides exclusive security access for SBCFPD staff.
On June 14, 2022 (Item No. 103), the Board of Supervisors (Board) approved the 2022-23 Capital Improvement Program (CIP) budget, which included an estimated budget for the Project, in the amount of $360,600.
On May 23, 2023, (Item No. 52), the Board approved a budget increase of $108,000 for the inclusion of a boat lift on the new dock. The boat lift will improve the security and functionality of the watercraft during inclement weather conditions, thus extending the useful life of the watercraft, and will provide an alternate means of access for out-of-water boat service.
Approval of this budget increase will allow for modifications to the original design, including the replacement of the gangway and implementation of access control. The changes are necessary to ensure the safety of SBCFPD staff and property due to the proximity of the new safety dock to an existing public dock, which did not raise concerns until after construction of the Project began.
PROCUREMENT
On July 21, 2022, the County Administrative Office approved funds for Project and Facilities Management Department (PFMD) to issue a JOC to construct a new boat safety dock. Upon Board approval of this item, PFMD can authorize the JOC Contractor to proceed with the added scope of work.
