RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District:

1.                     Find the no-cost Temporary Transfer of Vehicular Equipment - Type 2 Ambulance Agreement with the Consolidated Fire Agencies Joint Powers Authority, for the provision of a Type 2 Ambulance, is authorized by Health and Safety Code section 13877 and benefits the San Bernardino County Fire Protection District by having additional staffed ambulances available to meet the health and safety needs of the District.

2.                     Approve the Temporary Transfer of Vehicular Equipment - Type 2 Ambulance Agreement with the Consolidated Fire Agencies Joint Powers Authority, to provide a Type 2 Ambulance, on a temporary basis, at no cost, for the purpose of emergency medical response, for the period of August 19, 2025, through August 18, 2026.

FINANCIAL IMPACT

Approval of the agreement will not result in the use of Discretionary General Funding (Net County Cost).  The no-cost Temporary Transfer of Vehicular Equipment - Type 2 Ambulance Agreement (Agreement) provides for a loan of an ambulance to the Consolidated Fire Agencies Joint Powers Authority (CONFIRE) at no cost.  CONFIRE is responsible for the provision of fuel, maintenance, and normal wear and tear repairs while the ambulance is under the care of CONFIRE.  CONFIRE must also maintain general liability and automobile liability insurance as defined in the Agreement.

 

BACKGROUND INFORMATION

CONFIRE is in need of an ambulance and has qualified personnel that are available to staff the ambulance.  CONFIRE requested to temporarily borrow an ambulance from the San Bernardino County Fire Protection District (SBCFPD), which is currently unstaffed and available to loan.  CONFIRE is an approved mutual aid provider and able to support service levels in the High Desert Region of the County within SBCFPD’s area of responsibility.    

 

The Agreement is authorized by Health and Safety Code section 13877 and addresses the limited ambulance resources available in the county and benefits SBCFPD by having an ambulance available to meet the health and safety needs of residents and visitors in the county.  This Agreement will help address limited ambulance resources, increased call volume, and other emergency needs.  In addition, this ambulance would be available in the event SBCFPD requests mutual aid. 

 

The agreement expires August 18, 2026, at which time the SBCFPD ambulance will be returned to SBCFPD.
