RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Accept donation of a transit vehicle, with an estimated value of $36,870, to be acquired by and then donated from the Arrowhead Central Credit Union, to support the Community Outreach and Support Team Program, or other San Bernardino County Fire Protection District programs.
2. Authorize the Fire Chief/Fire Warden to accept a transit vehicle with an estimated value of $36,870, to be acquired by and then donated from the Arrowhead Central Credit Union, and to execute all necessary documentation for transfer of the title of the donated vehicle, subject to review by County Counsel.

FINANCIAL IMPACT
Approval of the recommended actions will not result in the use of Discretionary General Funding (Net County Cost). The transit vehicle to be acquired by and donated from Arrowhead Central Credit Union (Arrowhead) has an estimated value of $36,870 and will be used to support the Community Outreach and Support Team (COAST) program or any other San Bernardino County Fire Protection District (SBCFPD) program as SBCFPD deems necessary. All ongoing costs associated with the donated vehicle, including fuel, insurance, and maintenance, will be funded by SBCFPD. Sufficient appropriation for these costs is available in SBCFPD’s 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
SBCFPD provides crisis support services to the COAST program that serves certain San Bernardino County communities. The COAST program consists of a crisis response mobile unit, which includes a Behavioral Health professional, a SBCFPD Firefighter Emergency Medical Technician and their assigned therapy canine, and a plain-clothed specialty trained law enforcement officer with the purpose of working as a multidisciplinary team to respond to the behavioral health needs of residents during specific crisis encounters in the field.
Arrowhead is a non-profit corporation, recognizing the value of the services SBCFPD provides to the community, including the COAST program. In effort to support this program, Arrowhead has offered a vehicle donation of a 2017 Ford Transit 350 Van, with an estimated value of $36,870, or something similar.
This item will accept the donation of a transit vehicle from Arrowhead, and authorize the Fire Chief/Fire Warden to execute all necessary documentation for transfer of title of the donated vehicle, subject to review by County Counsel. At this time, SBCFPD intends the vehicle to be used by staff assigned to the COAST program to transport the unhoused or anyone experiencing a mental crisis, as well as their belongings to a crisis center or appropriate facility. Approval of this donation will further support efforts to assist County residents experiencing a mental health crisis through the COAST program, as well as support other services provided by SBCFPD to the people it serves.
County Policy Standard Practice 06-01SP requires Board approval for the acceptance of any donation valued over $10,000.
