RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1 to Contract No. 23-1097 with Desert Manna for the provision of Homeless Housing, Assistance and Prevention Round 3 Program services, to increase the contract by $88,627, from $64,771 to $153,398, with no change to the contract term of October 2, 2023, through June 30, 2026.
2. Approve Amendment No. 1 to Contract No. 23-1098 with Family Assistance Program for the provision of Homeless Housing, Assistance and Prevention Round 3 Program services, to increase the contract amount by $300,000, from $312,149.98 to $612,149.98, with no change to the contract term of October 2, 2023, through June 30, 2026.

FINANCIAL IMPACT
This item will not impact Discretionary General Funding (Net County Cost). The recommended contract increases not to exceed a total of $388,627 will be funded by Homeless Housing, Assistance and Prevention Round 3 (HHAP-3). Adequate appropriation and revenue have been included in the Office of Homeless Services (OHS) 2025-26 budget.
BACKGROUND INFORMATION
HHAP-3 grant funding is a $1 billion block grant program authorized by AB 140 (Health & Safety Code § 50218.6, et seq.), which was signed into law by Governor Gavin Newsom on July 19, 2021. Round 3 funds will be used to continue to build regional coordination and a unified regional response to reduce and end homelessness informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing.
OHS is the lead agency for the San Bernardino City and County Continuum of Care (SBC CoC) and serves as the administrator of HHAP-3 contracts. OHS coordinates HHAP-3 services on behalf of the County and oversees contractor performance, compliance, and reporting.
On December 17, 2021, the California Interagency Council on Homelessness released a Notice of Funding Availability for HHAP-3 grant funding. HHAP-3 grant funding is based on applicant’s proportionate share of the state’s homeless population as reported by the United States Department of Housing and Urban Development (HUD) 2019 Point-in-Time count.
On March 1, 2022 (Item No. 22), the Board approved the submission of the HHAP-3 Initial Disbursement for Funds and authorized the Chief Executive Officer (CEO) or Deputy Executive Officer of Community Revitalization to execute the Remainder Disbursement Contract for Funds.
On June 28, 2022 (Item No. 43), the Board approved and authorized the submission of HHAP-3 grant applications for remaining HHAP-3 funds. The Remainder Disbursement Contract for Funds was executed by the CEO on December 29, 2022.
On October 3, 2023 (Item No. 18) the Board approved $1,570,982 for contracts approved by the Interagency Council on Homelessness (ICH), the SBC CoC governing Board, to nine agencies. Two of the approved agencies were Desert Manna, Contract No. 23-1097, to provide interim sheltering, and Family Assistance Program, Contract No. 23-1098, to provide housing services to Homeless Youth.
On December 19, 2023 (Item No. 38), the Board approved $943,386 for contracts approved by ICH, the SBC CoC governing Board, for the provision of Homeless Housing, Assistance and Prevention Round 3 Program services, to two agencies: City of Ontario, Contract No. 23-1372, and City of San Bernardino, Contract No. 23-1973. On December 19, 2023 (Item No. 39), the Board also approved Contract No. 23-1374 with Family Assistance Program in the amount of $78,038 for HHAP-3 funds awarded to the SBC CoC’s Youth Advisory Board.
On April 24, 2023, acting as the Administrative Entity for the SBC CoC, OHS released Request for Applications (RFA) No. OHS 23-01 to qualified applicants to provide HHAP-3 services. Based on the evaluations, public meetings, and completed contract negotiations, the SBC CoC Board recommended twelve agencies to receive awards. Eleven of the 12 agencies have executed contracts.
On October 22, 2025, the SBC CoC Board approved the recommendation from the High Desert Regional Steering Committee that the remaining HHAP-3 funds be awarded as follows: Family Assistance Program, in the amount of $300,000, and Desert Manna in the amount of $88,627.
The recommended amendments, reflecting the remaining balance of HHAP-3 funds, are the result of the SBC CoC Board (formerly known as the ICH) approving the termination of the awarded amount of $388,627 to Victor Valley Family Resource Center for HHAP-3 funding on June 26, 2025, as a result of not meeting funding requirements within the six month time frame allotted.
The recommended contract amendments will allow for the SBC CoC allocation of HHAP-3 funds to be distributed to the High Desert community through homeless services providers to prevent and help homeless individuals and families exit homelessness to achieve permanent housing stability through outreach, case management, interim housing, and permanent supportive housing.
