Recommendation
1. Approve the specifications for the Wabash Avenue and Other Roads Project in the Redlands, Mentone, and Yucaipa areas, as signed and sealed by a registered civil engineer.
2. Authorize the Director of the Department of Public Works to advertise the Wabash Avenue and Other Roads Project in the Redlands, Mentone, and Yucaipa areas for formal bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Wabash Avenue and Other Roads Project in the Redlands, Mentone, and Yucaipa areas (Project) will be funded by the County with Measure I Local Streets Program - San Bernardino Valley Subarea funds and by the City of Redlands (City) local funds for their respective share of costs. Sufficient appropriation is included in the Department of Public Works (Department) 2021-22 Road Operations budget (6650002142 34TX1809 and 34TX1817) and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Project involves pavement rehabilitation and reconstruction on approximately 32 miles of roads within the Redlands, Mentone, and Yucaipa areas. Other improvements include repair of asphalt dikes on Wabash Avenue and minor drainage improvements on Overcrest Drive. This Project was prioritized by the Board of Supervisors (Board) as part of the 2021-22 Measure I Local Street Pass-Through Funds Five-Year Capital Improvement Plan Project List which was approved on August 24, 2021 (Item No. 36). All work for the Project will be done within the existing right-of-way.
On July 27, 2021 (Item No. 40), the Board approved Cooperative Agreement No. 21-576 between the County and the City for the implementation of this Project. The agreement terminates upon completion of the Project and payment by the City, or on December 31, 2026, whichever occurs first.
On April 26, 2022 (Item No. 52), the Board determined the Project was exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Clerk of the Board of Supervisors to file and post said notice.
The Project aligns with the County and the Chief Executive Officer’s goals and objectives of ensuring development of a well-planned, balanced and sustainable County by preserving and improving the structural integrity of existing road surfaces.
The Project includes an allowance in the amount of $200,000 for differing site conditions associated with utilities and/or soil conditions, pothole repairs, crack sealing and pavement patching.
PROCUREMENT
The Project will be advertised to invite formal bids in accordance with Section 22037 of the California Public Contract Code. The Department anticipates returning to the Board for an award of the construction contract in Fall 2022.
