Approve Amendment No. 1 to Employment Contract No. 25-719 with Kevin Ganesh, M.D., as a Public Health Specialty Physician to provide infectious disease specialty healthcare services, revising the duties and responsibilities language to delete the minimum number of hours the contract employee must provide services per work week, with no change to the estimated annual cost of $124,800 ($124,800 Salary, $0 Benefits), from the effective date, as defined in the Employment Contract, through September 23, 2026, with the option to extend for three successive one-year periods.

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). The estimated annual cost of $124,800 (16 hours per week at $150 per hour) for the Employment Contract with Kevin Ganesh, M.D. (Dr. Ganesh) as Public Health Specialty Physician is fully funded by Medi-Cal, private insurance, private pay, and existing ongoing 1991 Realignment funds. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
DPH contracts with physicians to provide direct medical care to patients and serve as subject matter experts in their areas of expertise (such as primary care, infectious diseases, and reproductive health services).
On September 23, 2025 (Item No. 71), the Board of Supervisors (Board) approved Employment Contract No. 25-719 (Contract) with Dr. Ganesh as a Public Health Specialty Physician to provide infectious disease healthcare services including tuberculosis and HIV/AIDS. The term of the Contract from “Effective Date,” as defined in the Contract, through September 23, 2026. The Board authorized the Director of DPH to execute amendments to extend the term for a maximum of three successive one-year periods, subject to County Counsel review. The Contract defines the “Effective Date” as the first day of a pay period following the completion of all of the following: 1) the Contract is signed and approved by both parties; 2) the successful completion by both parties of Contractor’s background and on-boarding process; and 3) satisfaction of Section VI., Paragraph E, “Evidence of Eligibility to Work” in the Contract. Dr. Ganesh is still in the on-boarding process; therefore, the Contract has not taken effect.
Approval of Amendment No. 1 deletes the minimum number of hours the contract employee must provide services to DPH per work week, with no change to the other terms or cost. Deleting this provision allows DPH to only schedule the contract physician as needed, without mandating a minimum number of hours the department is contractually obligated to fulfill. Both the Contract and Amendment No. 1 shall take effect on the Effective Date of the Contract.
