Recommendation
Approve Amendment No. 1 to County Contract No. 19-761 (State Agreement No. 201936), effective May 6, 2020, revising the budget for the Black Infant Health Program for State General Fund Expansion funding allocation from the California Department of Public Health, increasing the grant award by $447,928, from $940,212 to $1,388,140, for the period of July 1, 2019 through June 30, 2020.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The State General Fund Expansion funding allocation from the California Department of Public Health (CDPH) for the Black Infant Health (BIH) Program, in the amount of $447,928 does not require a match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2019-20 budget.
BACKGROUND INFORMATION
CDPH provides noncompetitive funding for the BIH Program to local health departments to promote healthy living for mothers and their families through a focus on the comprehensive health, physical, and psychosocial needs of the maternal, child, and adolescent health population. DPH has received funding for the BIH Program from 1990 through 2010 and beginning again in 2014. The recommended amendment to the BIH Program, revising the budget for the additional funding, will allow DPH to address key participant needs, including door-to-door transportation to BIH group sessions, child watch support while participating in program services, and case management services. As a result of the increased funding, the program will be authorized to serve approximately 90 additional women.
The BIH Program is designed to meet the health related needs of pregnant and postpartum African-American women through a State standardized model that features group intervention to encourage empowerment and social support in the context of a life course perspective and through social service case management to link clients with the needed community and health related services.
On November 19, 2019 (Item No. 24), the Board of Supervisors (Board) approved the grant award for the BIH Program, in the amount of $940,212, for the period of July 1, 2019 through June 30, 2020.
On May 13, 2020, DPH was notified by CDPH that the budget revision for the State General Fund Expansion funding allocation had been reviewed and approved, increasing the grant award by $447,928, from $940,212 to $1,388,140, effective May 6, 2020.
This item is being presented to the Board at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews. Approval by the Board at this time will have no impact on DPH’s BIH Program services and activities.
