Adopt the Sewer System Management Plan for the wastewater collection system at Chino Airport, which shall be effective for a five-year period from March 29, 2022 through March 26, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Adoption of a Sewer System Management Plan (SSMP) for the wastewater collection system at Chino Airport is a requirement of the State Water Resources Control Board (SWRCB). The cost for preparation of the SSMP by County Service Area 70 (District) was included in the Memorandum of Understanding (MOU) between San Bernardino County on behalf of the Department of Airports (Airports) and the District, Agreement No. 22-145, that was approved by the Board of Supervisors (Board) on March 1, 2022 (Item No. 70). This MOU provides for the preventative maintenance, emergency response, and support services for the wastewater collection system and water distribution system at Chino Airport through February 28, 2027.
BACKGROUND INFORMATION
The District provides operation, maintenance, and management services for the sanitary sewer system at Chino Airport in a manner that is consistent with the requirements of the MOU and all Federal and State regulatory agencies. Pursuant to the MOU, the District is responsible for preparing the SSMP for Chino Airport to meet SWRCB requirements and obtaining the Board’s approval of the SSMP on behalf of Airports.
SWRCB requires a complete SSMP update every five years. The District prepared the SSMP for Chino Airport in compliance with SWRCB Order No. 2006-003-DWQ regarding Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, the companion Monitoring and Reporting Program Order No. 2008-0056-EXEC, and California Water Code Sections 13260 and 13263. Approval of this item to adopt the SSMP for Chino Airport will fulfill these SWRCB requirements.
The objective of the SSMP is to provide a plan and schedule to properly manage, operate, and maintain all parts of the sanitary sewer system that are consistent with the following goals:
• Maintain or improve the condition of the sewer collection system infrastructure to provide reliable service now and in the future.
• Mitigate infiltration and inflow to adequately provide for sewer capacity and accommodate design flow.
• Minimize the number and impact of any sanitary sewer overflows that may occur.
Upon the Board’s approval of this item, the District will be able to implement the adopted SSMP, which includes updating the California Integrated Water Quality System (CIWQS) with information for the Chino Airport wastewater collection systems. CIWQS is a sanitary sewer overflow database used by the State of California to collect and store sewer agency facility and organization information, including details of all sanitary sewer overflows that may occur in an agency’s wastewater collection system.
