Recommendation
1. Acting as the governing body San Bernardino County, approve the following contracts to obtain on-call professional construction management services on an as-needed basis, for a total not-to-exceed $2,500,000 per contract over the five-year contract term, for the period of March 26, 2024, through March 26, 2029, or 15 months after completion of the last assigned project/assignment during this term, whichever occurs last:
a. Cumming Management Group, Inc.
b. Griffin Structures, Inc.
c. Jeff Oviedo and Associates, Inc. dba JOA Group
d. Kitchell/CEM, Inc.
e. NV5, Inc.
f. Safework, Inc.
g. Transtech Engineers, Inc.
2. Acting as the governing body of Board Governed County Service Areas and their Zones, Big Bear Valley Recreation and Park District, and Bloomington Recreation and Park District, approve the following contracts to obtain on-call professional construction management services on an as-needed basis, for a total not-to-exceed $2,500,000 per contract over the five-year contract term, for the period of March 26, 2024, through March 26, 2029, or 15 months after completion of the last assigned project/assignment during this term, whichever occurs last:

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Costs associated with the recommended contracts, which shall not exceed $2,500,000 per contract over the five-year contract term, will be funded through available revenue sources of the applicable San Bernardino County (County), Board Governed County Service Areas and their Zones (CSA), Bloomington Recreation and Park District (BRPD), and the Big Bear Valley Recreation and Park District (BBVRPD) (collectively, Districts). These contracts will also be available to other County departments should their respective project be managed by the Department of Public Works - Special Districts’ (Department's) Project Management Division. As these are on-call construction management services contracts, the specific projects have not yet been determined. Adequate appropriation for the costs of the services is included in the Districts’ and other County departments’ 2023-24 budgets, and will be included in future recommended budgets through the end of each contract term.
BACKGROUND INFORMATION
The Department provides engineering and project management services in support of various capital improvement projects countywide. At times, the Department requires construction management related services to oversee the day-to-day operations of contractors to deliver projects on time, at or under budget, and while ensuring standards of quality, scope, and function are met or exceeded. The ability to have qualified consultants available to provide these as-needed services greatly enhances and expedites the Department’s capability to respond to both emergency and routine needs throughout the Districts and County.
This item seeks Board approval of contracts with seven consultants to provide on-call construction management services from March 26, 2024, through March 26, 2029. The recommended contracts will allow for readily available services from pre-qualified contractors to enhance work efficiencies. Workloads and assignments to the on-call contractors will be based on availability, responsiveness, and expertise in areas of need.
PROCUREMENT
On October 16, 2023, the Department released Request for Proposal (RFP) No. SDD-043/ SPD124-SPDAD-5147 to solicit proposals for on-call professional construction management services. A total of 47 companies attended the mandatory preproposal conference held on October 24, 2023. Of these, the Department received 11 proposals in response to the RFP. It was determined that two proposals were nonresponsive. Following the evaluation process described in the RFP, a panel of three knowledgeable Department staff reviewed nine responsive proposals. The top seven scoring consultants are being recommended for an on-call professional construction management services contract. No appeal/protest letters were received.
